Receiving "non-territorial" administrative procedures
The Hanoi City Public Administration Service Center will serve people across borders; receive and handle public services 24/7, ensuring quick access.
The Public Administration Service Center is an effective and important tool serving the management and direction of the City People's Committee. The Center helps to centralize and simplify administrative processes, increasing transparency. Procedures are carried out more quickly and clearly, minimizing corruption and negativity in management.
On September 17, the Hanoi People's Committee submitted a document to the City People's Council regarding the consideration and approval of the pilot project and the establishment of the Hanoi City Public Administration Service Center.
According to the Hanoi People's Committee, the pilot establishment of the Center is implemented in accordance with Resolution No. 142 dated June 29, 2024 of the National Assembly; Resolution No. 108 dated July 10, 2024 of the Government: "Assigning responsibility to the People's Committees of provinces and cities: Hanoi, Ho Chi Minh City, Binh Duong province, Quang Ninh province to pilot the model of a one-level public administrative service center under the provincial People's Committee as an administrative agency".
The Prime Minister also concluded with Hanoi city: "The Hanoi People's Committee builds a pilot model of a one-level public administrative service center under the Hanoi People's Committee as an administrative agency, the pilot implementation will be from September 2024 to November 30, 2025".
Thus, Hanoi is the first locality to complete the pilot project and establish the Hanoi Public Administration Service Center (Center), following the Prime Minister's direction. It is expected that the Hanoi People's Council will approve this project at the upcoming session, opening on September 30, 2024.
According to the project, the Hanoi City Public Administration Service Center will operate on the basis of the City's Administrative Procedure Information System connected to the National Public Service Portal, national databases, specialized databases, and shared platform systems.
The center will receive administrative procedures regardless of administrative boundaries; reduce the number of "one-stop" departments; and innovate the way of receiving administrative procedures.
Ensure that every citizen can access public services within a radius of less than 30 minutes or within a radius of no more than 5km, receiving and resolving 24/7 (from the location of the citizen and business to the point of performing administrative procedures).
Reduce the number of "one-stop" departments
The Hanoi People's Committee affirmed that the pilot establishment of the Center will help increase the effectiveness of administrative procedure control, monitor and supervise the implementation of administrative procedures, support the direction and administration of the leaders of the City People's Committee; ensure to meet the assigned targets of digital transformation, administrative procedure reform, and online public services.
All online public services of the city will be designed, redesigned; processes will be restructured, administrative procedures will be simplified, and the components of the records that have used population data will be reduced; costs and time for handling administrative procedures will be reduced, and the number of processing steps in receiving and handling administrative procedures will be reduced.
Enhance professionalism and independence in receiving, digitizing, and returning results of administrative procedures; ensure flexibility in arranging appropriate one-stop staff.
Transfer to enterprises and social organizations the tasks and public administrative services that the State does not necessarily have to perform.
The Center is an administrative agency under the Hanoi People's Committee (a department-level agency), has legal status, its own seal and account. The Center's main headquarters is expected to be located at 197 Nghi Tam Street, Yen Phu Ward, Tay Ho District.
The organization and pilot operation of the Center are carried out with the principle of taking people and businesses as the center, subject and driving force to build the model design; taking the satisfaction of organizations and individuals as the measure of the quality and effectiveness of the Center's services. Changing the mindset and awareness of the staff, civil servants and public employees in performing public duties.
The Center “does not replace” the functions, tasks, and authority to handle administrative procedures of departments, branches, People's Committees at all levels, relevant agencies and units; strengthens horizontal coordination relationships, ensuring no overlap or duplication in functions, tasks, and authority.
The organization and pilot activities of the Center are carried out on the basis of: "Determination to innovate - cautious implementation - feasibility, practicality" with the highest goal of serving people and businesses.
According to the Hanoi People's Committee, the establishment of the Center will reduce the number of "one-stop" departments (reduced from 673 "one-stop" departments to 30 branches); reduce the number of civil servants and public employees receiving and returning results of administrative procedures at the "one-stop" department (reduced from 2,768 employees to 184 people), helping to save more than 13.3 billion VND/month of the state budget in salary, benefits and related expenses.
The pilot implementation of the Hanoi City Public Administration Service Center model is an inevitable step, based on the inheritance of the results achieved from the City's "Modern One-Stop Shop Model" to improve the quality of administrative procedure settlement, serving people and businesses in the new context.
