In order for the enrollment of 10th graders in the city in the coming time to be public and transparent, meeting the learning needs of students in the capital, the Hanoi Department of Education and Training proposed that the Ministry of Education and Training allow the application of a special mechanism in enrollment in districts and some areas bordering the inner city from the 2023-2024 school year.
According to the Hanoi Department of Education and Training, every year, due to the mechanical population growth, the number of students applying for grade 10 in the city increases rapidly, while the number of additional and newly built schools and classes cannot meet the demand of the capital's residents in time.
Therefore, the Department proposed that the Ministry of Education and Training remove difficulties and obstacles and apply a special mechanism to allow a 10% increase in the number of classes/school (from 45 classes/school to 50 classes/school, exceeding 5 classes/school); allow a 10% increase in the number of students/class (from 45 students/class to 50 students/class, exceeding 5 students/class); allow the application of replacing land area/student with usable area/student.

The Hanoi Department of Education and Training also proposed that the Ministry of Education and Training develop programs and plans to promote vocational education and annual and medium-term orientations as a basis for localities to implement.
The City People's Committee and districts, towns and cities have increased investment in facilities and training equipment for vocational training institutions and public vocational training and continuing education centers. Although there has been investment and procurement, there are still many limitations compared to the requirements and demands for training quality of the capital's labor market, especially for new occupations that require high technology according to social needs.
In addition, the Hanoi Department of Education and Training also proposed mechanisms and policies to effectively carry out the tasks of the Vocational Education - Continuing Education Center in the new situation such as: Investing in and developing the Vocational Education - Continuing Education Center into a high-quality lifelong learning and training center; allowing pilot training cooperation with universities to meet the diverse learning needs of the people of the capital; orienting the development of continuing education and vocational education similar to the education systems of some countries, which can be linked to universities.
The Department of Education and Training will also advise on the development of a school network plan in the city until 2023, with a vision to 2050, which clearly states the location of land plots, area, and scale of schools and classrooms. Continue to prioritize land funds after relocating agencies, enterprises, factories, secondary schools, colleges and universities out of the inner city area, prioritize land funds to build public schools to meet the learning needs of children in the city, especially in the inner city area, areas with rapid urbanization. Continue to allocate enrollment routes for 30 districts, towns and cities according to 12 areas in the city to reasonably regulate and ensure study places for students.
Along with that, the Department will report and advise the city to increase financial resources and invest in facilities, build schools and classrooms in a synchronous, solid, modern and standardized direction. Promote socialization, mobilize social resources, continue to promote policies to encourage businesses, organizations and individuals to invest in building new non-public schools, schools with foreign elements to reduce the budget burden, contributing to improving the quality of school facilities.
