Regarding the implementation results of Directive No. 09-CT/TU dated September 1, 2016 of the Standing Committee of the City Party Committee on strengthening the leadership of Party committees at all levels in the issuance of Certificates of land use rights and ownership of assets attached to land in Hanoi, the Hanoi Department of Natural Resources and Environment said that, up to now, the total number of land plots that need to be registered and granted Certificates for the first time to households and individuals in residential areas in the area is 1,678,912 plots; of which, the number of land plots that have been declared, registered for land and granted Certificates is 1,672,222/1,678,912 plots, reaching 99.6%.
Regarding the issuance of Certificates of Ownership to home buyers in housing development projects, up to now, 317,808/368,337 units (in 787 projects) have been issued, reaching 86.28%. Of which, from January 1, 2024 to June 20, 2024, Certificates of Ownership have been issued to 4,254 units.

It can be seen that the work of registration and granting of certificates of land use rights in Hanoi has had many positive and clear changes. This reflects the determination of all levels and sectors to get involved from the beginning, the drastic and effective implementation of the Hanoi People's Committee and sectors, the active efforts of districts, towns and the participation of many organizations and individuals in the past time.
Also according to the Hanoi Department of Natural Resources and Environment, the Hanoi Land Registration Office and its branches have innovated and improved the quality of administrative procedure settlement. The delegation of authority to the Land Registration Office and its branches has saved human resources, costs and time for the circulation of documents, while allowing people to do so.
The online procedure for granting certificates and receiving documents by post has contributed to creating favorable conditions for organizations and individuals in implementing administrative procedures. This is an effective step in reforming administrative procedures.
However, according to the assessment of the Party Committee of the Hanoi People's Committee, there are still many shortcomings in the work of granting land use right certificates. Some districts are currently in the process of receiving and processing people's applications; the first-time certificate issuance dossiers have not been assessed.
The work of selling houses to buyers of old state-owned houses has not been completed yet, there are still about 1,000 old houses owned by the State; about 19,000 self-managed houses but there are no old houses left, people have built new houses. Some housing projects have violated approved planning and designs, causing an increase in mechanical population, affecting technical and social infrastructure.
To promptly overcome the above-mentioned shortcomings and limitations, in the coming time, the Hanoi People's Committee will continue to arrange and improve the apparatus in a streamlined, effective and efficient manner, including the task of developing a Project to improve the organization and operation of the Branch of the Regional Land Registration Office under the Hanoi Land Registration Office.

Continue to review and simplify administrative procedures, publicly and transparently post administrative procedures, improve the quality of operations of the Department of Natural Resources and Environment's electronic information portal, promote the provision of level 3 and level 4 public services, and have solutions to support people and organizations in using online public services.
At the same time, strengthen the inspection and examination of the first issuance of land use certificates in districts, towns and cities and inspect and examine the registration of land changes at the branches of the Land Registration Office.
