According to Plan No. 6713, in 2025, the area of ​​rice land converted to grow annual crops is 535.38 hectares; the area of ​​rice land converted to grow perennial crops is 180.75 hectares; the area of ​​rice land converted to grow rice combined with aquaculture is 561.21 hectares.

The Hanoi People's Committee assigned the Department of Agriculture and Rural Development to preside over and coordinate with relevant departments, branches and People's Committees of districts, towns to guide and inspect the implementation of Plan No. 6713 in accordance with regulations; provide guidance on annual crops, perennial crops, and aquatic products suitable for converting crop structure on rice-growing land in Hanoi, and at the same time suitable for people's needs.

The Department of Natural Resources and Environment shall preside over the guidance, inspection and supervision of land management for the area of ​​crop and livestock restructuring on rice-growing land in Hanoi according to regulations; coordinate with the Department of Agriculture and Rural Development to guide and inspect the implementation of the Plan in localities.

The Hanoi People's Committee also requested that districts, towns and cities take responsibility for the accuracy and suitability of the registered area for converting the structure of crops and livestock on rice land. Guide, inspect and supervise the implementation of the conversion of the structure of crops and livestock on rice land.

The People's Committees of communes, wards and towns shall develop and promulgate the Plan for converting the structure of crops and livestock on rice land at the commune, ward and town level; organize to collect opinions of relevant households and individuals in determining the conversion area; publicly announce the plan for converting the structure of crops and livestock on rice land at the headquarters of the People's Committees of communes, wards and towns within 30 days...
