Hanoi transfers commune-level officials to administrative staff

Kinhtedothi - According to the plan, cadres and civil servants working in communes, wards and towns in Hanoi will be transferred to the district-level administrative payroll before January 1, 2025.

Permanent Vice Chairman of Hanoi People's Committee Le Hong Son signed and issued a plan on organizing the implementation of Resolution No. 25/2024/NQ-HDND dated November 19, 2024 of Hanoi People's Council.

The plan aims to organize the implementation of the resolution of the City People's Council stipulating measures to transfer cadres and civil servants working in communes, wards and towns to cadres and civil servants under the administrative payroll; the recruitment, use and management of cadres and civil servants working in communes, wards and towns in Hanoi must be timely, consistent, unified and effective.

Accordingly, officials and civil servants working in communes, wards and towns will be transferred to the district-level administrative staff. The subjects of implementation are the Chairman and Vice Chairman of the People's Council of communes and towns; Chairman and Vice Chairman of the People's Committee of communes and towns; and civil servant positions of communes and towns recruited according to regulations before January 1, 2025.

At the same time, review, compile statistics, and clearly determine the number of administrative staff in the city. Develop regulations on decentralization of management of cadres, civil servants, and public employees; on the number and structure of civil servant positions working in communes, wards, and towns in accordance with the provisions of the resolution.

The Hanoi People's Committee assigned the Department of Home Affairs to monitor, inspect and urge the People's Committees of districts, towns and cities; the People's Committees of communes, wards and towns to implement the tasks stated in the plan on schedule. Review, compile statistics and determine the administrative staff of the city; take the lead in coordinating with relevant departments, branches, sectors, People's Committees of districts, towns and cities to advise on the development of regulations on decentralization of management of cadres, civil servants and public employees, on the number and structure of civil servant positions working in communes, wards and towns.

The People's Committees of districts, towns and cities are responsible for publicly and transparently reviewing, making lists and sending dossiers of cadres and civil servants working in communes and towns to request conversion to cadres and civil servants under the administrative payroll. Organizing training for cadres and civil servants working in communes, wards and towns to meet the requirements of tasks and standards of civil servant ranks; performing the assigned tasks in this Plan to ensure quality and on schedule.

The City People's Committee requests close, regular and effective coordination between departments, branches, agencies, units under the city, People's Committees of districts, towns and related agencies and organizations in implementing the resolution. Determine a specific roadmap to ensure that the resolution is implemented uniformly and synchronously in the city. Regularly and promptly inspect, urge, guide and remove and resolve problems and difficulties arising during the implementation process to ensure the progress and effectiveness of the resolution implementation.
