Chairman of Hanoi People's Committee Tran Sy Thanh has just signed and issued Decision No. 67/2024/QD-UBND on abolishing Decision No. 19/2019/QD-UBND dated October 15, 2019 and Decision No. 07/2023/QD-UBND dated April 21, 2023 of the Hanoi People's Committee.

Accordingly, the Hanoi People's Committee abolishes all Decisions: Decision No. 19/2019/QD-UBND dated October 15, 2019 of the Hanoi People's Committee regulating the authority to approve the starting price for auction of land use rights to allocate land with land use fees or lease land in Hanoi; Decision No. 07/2023/QD-UBND dated April 21, 2023 of the Hanoi People's Committee on amending Article 1 of Decision No. 19/2019/QD-UBND dated October 15, 2019 of the Hanoi People's Committee regulating the authority to approve the starting price for auction of land use rights to allocate land with land use fees or lease land in Hanoi.

This Decision comes into force from December 1, 2024.

According to Decision No. 19/2019/QD-UBND dated October 15, 2019 of the Hanoi People's Committee stipulating the authority to approve the starting price for auction of land use rights to allocate land with land use fees or lease land in Hanoi City, the Chairman of the City People's Committee approves the starting price for auction of land use rights to allocate land with land use fees or lease land with one-time land rent payment for the entire lease term in cases where the land plot or land area to be auctioned has a value (calculated according to the land price of the same purpose of use as prescribed in the current Land Price List of the City) of 30 (thirty) billion VND or more.

The Chairman of the City People's Committee delegates authority to the Chairman of the District People's Committee to approve the starting auction price for the remaining cases.

The Decision takes effect from October 25, 2019 and abolishes Decision No. 35/2017/QD-UBND dated October 30, 2017 of the Hanoi People's Committee promulgating the Regulation on determining starting prices and financial regimes in land use rights auctions for land allocation with land use fees or land lease in Hanoi, Decision No. 819/QD-UBND dated February 21, 2018 of the Hanoi People's Committee on authorizing the Director of the Department of Finance to approve starting prices for land use rights auctions.

According to Decision No. 07/2023/QD-UBND dated April 21, 2023 of the Hanoi People's Committee on amending Article 1 of Decision No. 19/2019/QD-UBND dated October 15, 2019 of the Hanoi People's Committee regulating the authority to approve the starting price for auction of land use rights to allocate land with land use fees or lease land in Hanoi City, the City People's Committee approves the starting price for auction of land use rights to allocate land with land use fees or lease land with one-time land rent payment for the entire lease term in cases where the land plot or land area for auction has a value (calculated according to the land price of the same purpose of use as prescribed in the current Land Price List of the City) of 30 billion VND or more.

The Hanoi People's Committee delegates the authority to the district-level People's Committees to approve the starting auction prices for the remaining cases. This decision takes effect from May 1, 2023.
