Suggestions for amending regulations on the apparatus of the advisory body assisting the provincial Party Committee

The delegates' opinions will be considered and synthesized by the Central Organizing Committee to supplement and amend Regulation No. 04-QDi/TW of the Secretariat on the functions, tasks, powers, and organizational structure of specialized agencies assisting the provincial and municipal Party Committees.

On the morning of August 15, the Central Organizing Committee held an online conference to contribute comments to the draft supplement and amendment of Regulation No. 04-QDi/TW dated July 25, 2018 of the Secretariat on the functions, tasks, powers, and organizational structure of specialized agencies assisting the provincial and municipal Party Committees.

Deputy Head of the Central Organizing Committee Nguyen Quang Duong chaired the conference.

Attending and chairing at the Ha Tinh bridge point were Standing Deputy Secretary of the Provincial Party Committee Tran The Dung and Head of the Provincial Party Committee's Organization Board Vo Hong Hai.

After 5 years of implementing Regulation No. 04-QDi/TW, it has created favorable conditions for specialized agencies to advise and assist the provincial and municipal Party Committees in performing their assigned functions and tasks.

Research and advisory work is increasingly proactive, timely and in-depth, thereby helping the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee to effectively lead and implement resolutions, directives, guidelines, and policies of the Party and State.

However, in the implementation process, there are still many shortcomings, limitations, and incompatibility with current practice and task requirements that need to be revised and supplemented. According to regulations, a focal point must have at least 5 people; a department with less than 10 people has 1 deputy head of department, and a department with 10 people or more has 2 deputy heads of department; however, in reality, many provinces and cities have more deputy heads of department than prescribed...

Besides, Regulation No. 04-QDi/TW also does not provide uniformity in the names, structures, apparatus, functions and tasks of specialized departments.

At the conference, delegates analyzed the advantages and disadvantages, and proposed recommendations on the functions, tasks and organizational structure of the advisory and support agencies of the provincial and municipal Party Committees; the structure of cadres, civil servants, public employees and staffing conditions for establishing departments...

Some proposed contents are revised, supplemented, and adjusted in the direction of more rigorous and complete re-expression; some new contents and policies in the regulations and conclusions of the Central Committee on the functions and tasks of agencies are updated to ensure suitability.

The conference was held online nationwide.

Concluding the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong acknowledged and thanked the delegates for their comments.

The Central Organizing Committee will fully absorb the opinions of delegates to complete the contents, draft reports, amend and supplement Regulation No. 04-QDi/TW to ensure the requirements of inheriting advantages and updating new central regulations; at the same time, solving practical problems.
