Recognizing the importance of applying information technology (IT) in the direction, operation and management of natural resources and environment (TN&MT), for many years, the Department of Natural Resources and Environment has always paid attention to and invested in this activity, contributing to improving the quality and efficiency of professional work.
Mr. Nguyen Son Ha, Deputy Director of the IT Center, Department of Natural Resources and Environment shared: Since 2003, the Department has received attention from the Department of Information Technology, Ministry of Natural Resources and Environment for investing in a synchronous and modern LAN system. On that basis, over the years, the Department has always paid attention to upgrading and purchasing new IT technical equipment and specialized computer systems to serve professional work; at the same time, enhancing the application of IT throughout the industry, putting many specialized software into use, such as: land statistics and inventory systems; software for managing and distributing geodetic data (Geodata), land information system software (Vilis), cadastral mapping software (Famis), map management and printing software (Mapinfo), cadastral map editing software, cadastral profile creation, land use right certificate registration (TMV. Map, TMV - Cadas), software for collecting and processing graphic objects (Microstation), environmental resource database integration software (ArcGIS), environmental impact assessment report management software, environmental pollution facility management software... Thereby improving the quality and efficiency of professional work as well as the need to provide information to the community. In particular, in 2010, the department established a website with the domain name www.stnmt.thanhhoa.gov.vn. Through this website, units, businesses and people can learn and grasp a lot of useful information related to guidance documents, executive instructions, project information, bidding, questions and answers about natural resources and environment activities... According to statistics, up to now, there have been over 4 million visitors.
In order to make management and direction on the network environment more effective, along with researching and putting into operation the Kho-Online software, the Department has put into use the TD Office software for managing documents and work records. Thanks to that, the implementation of using electronic documents in activities and exchanging information within agencies and units, such as: Documents for meetings, conferences, reports, notices, documents that need to be exchanged during the process of solving work are updated continuously and regularly by officers, civil servants, public employees, and workers. In addition, the Department of Natural Resources and Environment has also organized the management, operation, and safety of database software systems (CSDL) such as: online public service software, water resources database, marine resources database, biodiversity database, environmental monitoring system, cadastral database of 4 districts (Trieu Son, Yen Dinh, Ha Trung, Thieu Hoa).
Along with the above activities, at the end of 2019, the Department of Natural Resources and Environment put into operation and managed the automatic environmental monitoring system at the operation center including: 88 monitoring stations of 18 enterprises and 3 monitoring stations invested by the State located in Bim Son town and Nghi Son town. Up to now, 77 stations have been configured in the software, 77 stations have transmitted data to the Ministry of Natural Resources and Environment. From this automatic monitoring activity, it is possible to detect and give early warnings of environmental pollution risks to competent agencies and local authorities to propose solutions to improve the effectiveness of State management of environmental protection.
It is known that, in addition to investing in IT infrastructure and putting specialized software into use, in recent times, the Department of Natural Resources and Environment has always focused on transferring science and technology, training, fostering and improving the capacity and level of IT application for grassroots officials in districts, towns and cities, in order to ensure comprehensive, effective and unified management of natural resources and environment throughout the province. On average, each year, the IT Center of the Department of Natural Resources and Environment opens 5 training courses on the use of specialized software for over 600 officials, civil servants and public employees of the Department of Natural Resources and Environment, district-level land use registration offices and commune-level cadastral officers throughout the province.
According to Deputy Director of the IT Center, Department of Natural Resources and Environment Nguyen Son Ha, the construction of many databases in various fields of the industry as well as the application of many specialized software have contributed to improving the efficiency of professional work; promoting administrative reform and ensuring publicity, transparency, shortening time, improving the quality of service to the people. In particular, through the application of IT, the Department of Natural Resources and Environment has successfully organized many online meetings with practical results. The tasks and goals set for the Department of Natural Resources and Environment in the coming time are to continue promoting the application of IT in industry management, providing online services to serve businesses and people; updating software applications according to the processes and regulations of the Ministry of Natural Resources and Environment. Review and complete the "Project on building a cadastral map system, creating records and building a land database in Thanh Hoa province, period 2023-2028" for the province's approval; Early put into operation the information system and database for management of natural resources and environment of Thanh Hoa province, connecting with the specialized information system of the Ministry of Natural Resources and Environment, the provincial and national public service portals, and tax authorities to share and connect data, contributing to improving the State management of natural resources and environment, serving people and businesses better and better.
