Quang Nam province has just issued a document to resolve the land division, registration of changes, and issuance of certificates to transferees for housing construction investment projects.
This is one of the problems in implementing urban and housing projects in Quang Nam province in recent times.
Accordingly, Quang Nam province agreed in principle to assign the Department of Natural Resources and Environment to review and request investors to make a written commitment to pay additional land use fees and land rents after the specific land prices are re-approved for 14 housing projects that have completed infrastructure construction according to the 1/500 planning.
These 14 housing projects have completed infrastructure construction according to the 1/500 detailed planning; have paid full land use fees. However, due to errors in determining land prices, they must wait for re-approval of land prices.

According to Quang Nam province, in case the investor has made a temporary payment, has a plan to secure assets for the temporary payment of additional land use fees, land rent, or has a bank guarantee when re-approving the land price, there must be a written commitment after the specific land price is re-approved.
This policy aims to continue to resolve the issuance of Land Use Right Certificates to project investors and resolve procedures for land division, registration of changes, issuance of Land Use Right Certificates, House Ownership Rights and other assets attached to land to transferees according to authority.
The rate of granting certificates is up to 90% or 95% depending on the specific project reviewed and decided by the Department of Natural Resources and Environment. The remaining area will be resolved after the Provincial People's Committee re-approves the specific land price and the project investor completes the payment of additional financial obligations.
As for the Chien Dan Market Quarter project, Tam Dan commune (Phu Ninh district), the procedures for land division, registration of changes, and issuance of land use right certificates to transferees will only be carried out after the investor completes the investment in construction of the project's market section, is accepted, and the infrastructure is handed over to the locality for management.
For 8 projects that have been allocated land in parts, Quang Nam province agreed in principle for the Department of Natural Resources and Environment to continue to resolve the issuance of Land Use Right Certificates (issued by Block) to project investors for no more than 80% of the allocated residential land area.
The remaining area will be resolved after the project is completed and financial obligations regarding land are fulfilled as prescribed.
The division of land plots, registration of changes, and granting of Certificates of land use rights, house ownership rights and other assets attached to land to transferees shall only be carried out after the completion of infrastructure construction of these projects in accordance with regulations.

According to Quang Nam province, these 8 projects are still stuck with site clearance, have basically completed infrastructure investment on the assigned land area, and have paid land use fees and land rent according to the previous decisions approving specific land prices of the project.

For 8 unfinished projects, Quang Nam province requires project investors to actively coordinate with localities to complete compensation and site clearance work for the remaining area to continue implementing and completing the project.
