Reporting on the implementation of power transmission projects in Nghe An province on the afternoon of February 1, Mr. Truong Huu Thanh, Deputy General Director of the National Power Transmission Company (EVNNPT) said that Nghe An has 4 220kV transformer stations with a capacity of 1,500 MVA and 18 power lines with a length of about 1,137.1 km; including 4 500kV lines connecting the grid on the North-South axis such as Ha Tinh - Nghi Son - Nho Quan (2 circuits), 14 220kV lines connecting power plants in the Northwest region of Nghe An such as Khe Bo, Ban Ve and buying electricity from Laos to Vietnam, meeting the demand for power supply for industrial park loads, people's daily life and economic development in Nghe An region.

Currently, EVNNPT is implementing the 500kV Quang Trach - Quynh Luu Transmission Line project, approximately 225.5 km long, passing through 3 provinces: Quang Binh, Ha Tinh and Nghe An; of which, the transmission line in Nghe An province is approximately 82.33 km long, including 168 column foundation locations.

At the 500kV Quang Trach - Quynh Luu transmission line project (section in Nghe An province), the forest land area that needs to be converted is more than 25.6 hectares; of which, the forest under the Prime Minister's approval authority is more than 12.5 hectares of planted forest and the production forest under the approval authority of Nghe An Provincial People's Council is nearly 11 hectares.

The 500kV Quynh Luu - Thanh Hoa transmission line project is about 92 km long, passing through the two provinces of Nghe An and Thanh Hoa; of which the section in Nghe An province is about 17.5 km long, including 34 column foundation locations with an area of ​​forest land that needs to be converted of nearly 9.5 hectares, including 0.73 hectares of natural protective forest, more than 5.5 hectares of planted protective forest and production forest. Up to now, the project has inventoried 28/34 foundation locations; measured the corridor of all 34 column intervals.

However, the implementation process is facing some difficulties and problems with procedures for changing forest use purposes, compensation support, site clearance, boundary coordinates of pillar foundation locations, temporary roads, etc.

In particular, up to now, the project has prepared to move to the construction phase, but there are still no instructions for the procedures related to the temporary use of forests to build temporary works to serve the construction.

Accordingly, with the Quang Trach – Quynh Luu 500kV Transmission Line project, the area of ​​special-use forests decreased from nearly 8.6 hectares to about 3.2 hectares. The area of ​​protective forests decreased from 3.9 hectares to about 2.65 hectares. The area of ​​production forests decreased from nearly 11 hectares to more than 4.9 hectares.

The area of ​​natural forest of the Quynh Luu - Thanh Hoa 500kV Transmission Line Project has decreased from 0.7 ha to nearly 0.5 ha; The area of ​​planted forest has decreased from 5.54 ha to about 2.85 ha. The temporary area of ​​natural forest and planted forest of about 3.19 ha has not yet been submitted to the competent authority for consideration and approval by the Ministry of Agriculture and Rural Development and the provincial Department of Agriculture and Rural Development.

To ensure the urgent progress of completing the project's energization in June 2024 as directed, at the meeting, the National Power Transmission Corporation requested the People's Committee of Nghe An province to direct local departments and branches to support and coordinate in maintaining the route direction of locations in some sections of the route; adjust the boundary of the rock and soil mining area to ensure the project's progress requirements, promptly consider and approve the policy of changing the purpose of forest use, and resolve problems with temporary roads serving the construction of foundation locations through the forest to ensure construction progress.

Nghe An commits to handing over site for 500kV transmission line project

At the meeting, after listening to the opinions of investors, consultants, contractors, relevant localities and departments, Mr. Le Hong Vinh, Permanent Vice Chairman of Nghe An Provincial People's Committee affirmed that these are extremely important projects, Nghe An province regularly directs departments, localities and units to focus on implementing the projects.

To speed up the project implementation, the provincial leaders requested the investor to allocate sufficient funds and agree on a policy framework for the district land clearance councils to implement in accordance with regulations. They directed the consulting unit to review and specifically assess the affected forest area that needs to be changed for use for consideration and handling; and carefully survey the land mine to ensure safety during construction.

Actively coordinate with localities to mobilize affected land and property owners to receive money and hand over the foundation and service road for construction...

Mr. Le Hong Vinh also directed departments, branches and localities to regularly coordinate closely with relevant units in the process of project implementation. Nghe An province is determined to complete the foundation site in February 2024 and the route corridor in March 2024 to meet the target requirements of the Prime Minister.
