(Fatherland) - The conference on policies and solutions to attract investment in the Vietnam National Village for Ethnic Culture and Tourism took place on the morning of December 17 in Dong Mo, Son Tay, Hanoi. The conference was organized by the Management Board of the Vietnam National Village for Ethnic Culture and Tourism (Ministry of Culture, Sports and Tourism). Attending and chairing the conference were Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy; Acting Head of the Management Board of the Vietnam National Village for Ethnic Culture and Tourism Trinh Ngoc Chung.
Building the Village into a national cultural activity center
According to the report at the Conference, the Vietnam Ethnic Culture and Tourism Village (abbreviated as the Cultural Village) is located in the Dong Mo - Ngai Son lake area, Son Tay town, 40km west of Hanoi city center, along the Lang - Hoa Lac highway, with a total area of 1,544 hectares (including: 605 hectares of land, 939 hectares of land with water surface).
The investment objective is to build the Cultural Village into a national cultural, sports and tourism center to focus on recreating, preserving, promoting and exploiting the traditional cultural heritages of 54 Vietnamese ethnic groups; at the same time, meeting the needs of entertainment, sports and cultural activities for domestic people and international tourists.

The general planning of the Village includes 7 functional areas: Sports and entertainment center area (125.22ha); Ethnic Village Area (198.61ha); World Cultural Heritage Area (46.50ha); Comprehensive tourism service area (138.89ha); Boat dock park area (341.53ha); Dong Mo Lake water surface green area (600.9ha); Office management area (78.5ha).
In which, the items invested by the State include : General technical infrastructure system of the project; Green tree and landscape system; Ethnic village area.
Speaking at the opening of the Conference, Deputy Minister Trinh Thi Thuy said that the Conference on policies and solutions to attract investment in the Vietnam Ethnic Culture and Tourism Village aims to promote and introduce investment in the Village. This is one of the annual activities of the Cultural Village, originating from the purpose and requirements of concretizing the major policies and guidelines of the Party and State on the development of Vietnamese culture and people, especially mobilizing investment resources for cultural development in general and investment in the construction, completion and development of the infrastructure system as well as the functional areas of the Vietnam Ethnic Culture and Tourism Village according to the planning in particular.
In recent times, the Vietnam National Village for Ethnic Culture and Tourism has always been directed by the Ministry of Culture, Sports and Tourism to implement many activities based on the position and functional requirements that the Party and State have assigned to the Village for Culture since its establishment. With two basic goals: to build the Vietnam National Village for Ethnic Culture and Tourism into a national center for cultural, sports and tourism activities to focus on recreating, preserving, promoting and exploiting the traditional cultural heritages of 54 Vietnamese ethnic groups and meeting the needs of entertainment, sports and cultural activities for domestic people and international tourists.
"With the above two goals, the Ministry of Culture, Sports and Tourism and the Cultural Village have made efforts to gradually form highlights and especially important institutions that demonstrate the spirit of preserving and promoting traditional culture of ethnic groups in recent times. Investing in culture, according to the viewpoint of the Party and the State, is investing in development. Mobilizing resources to invest in building a cultural tourism village of Vietnamese ethnic groups has received attention from investors and businesses, and there have been very specific projects and activities to implement development tasks at the Cultural Village in recent times," Deputy Minister Trinh Thi Thuy affirmed.
According to the Deputy Minister, with the attention of the Ministry of Culture, Sports and Tourism, the Cultural Village has many creative innovations to promote the advantages of the location and role of the Village in the current situation. The Cultural Village has a favorable geographical location, land area and lake surface area that are very favorable for investing in diverse and rich types of culture, sports, tourism, especially entertainment areas that meet the enjoyment needs of the people. In particular, the more important advantage is that the Cultural Village is a place for cultural convergence and exchange, a place to preserve and promote the cultural heritage values of local ethnic communities. These are favorable conditions for investment, connection and opening up many new activities at the Cultural Village.
The Deputy Minister also pointed out the challenges facing the Vietnam Ethnic Culture and Tourism Village in mobilizing investment resources for development in the coming time, and hoped that the Conference would discuss and share policies and mechanisms to attract investment into the Cultural Village. "I hope that delegates and businesses will "advise" the Ministry and the Management Board of the Cultural Village on which tasks and solutions need to be focused on in order to mobilize resources and attract investment into the Cultural Village, so that the Village can both preserve the values of ethnic culture and truly become a modern, large-scale national cultural institution, ensuring sustainable development" - Deputy Minister Trinh Thi Thuy emphasized.

Need to have investment regulations in Cultural Village soon
The conference took place in two sessions: Favorable incentive mechanisms and investment development potential at the Vietnam National Village for Ethnic Culture and Tourism; Solutions to remove difficulties and attract investment in the Vietnam National Village for Ethnic Culture and Tourism.
According to representatives of enterprises and organizations, the Cultural Village is the most stable planning area in Hanoi. However, in the past, investment in the Village has encountered many difficulties and is not feasible due to unclear policies and investment mechanisms in the Village. Regulations on the functions and tasks of the Village also have many problems with other regulations and laws such as the Land Law...
Mr. Kieu Van Toan - Chairman of the Board of Directors of Kvinland Investment and Trade Joint Stock Company said: "It is necessary to soon issue regulations on investment in the Cultural Village and at the same time stipulate the functions, authority and tasks of the Cultural Village Management Board to what extent and how. The Cultural Village also needs to pay more attention to building a team of staff to do investment work and organize more effective trade promotion activities".
According to Mr. Kim Son, representative of Chien Thang Company, the problem in calling for investment in the Cultural Village is that the authority of the Village has not been clearly defined, leading to unclear coordination.
Mr. Kim Son said: "Chien Thang Company has been pursuing the investment project in the Cultural Village for 6-7 years, clearly understanding the purpose and quality of investment in the Village, but the investment mechanism is still unclear. We have many synchronous, modern, and outstanding investment plans in the Village, but due to the above problems, they have not been implemented yet. We hope that the mechanism and solutions to attract capital to the Cultural Village will be issued".
Responding to the part on resolving difficulties and obstacles in the process of implementing investment projects at the Cultural Village, Mr. Trinh Ngoc Chung said that in recent years, although the Management Board has had many investment promotion activities, up to now, no investment projects have been implemented, due to many reasons: Subjectively, in the process of implementing its tasks in the past time, the Cultural Village - Tourism of Vietnamese Ethnic Groups encountered some difficulties due to the provisions of the current Investment Law with the authorities of the Management Board of the Cultural Village - Tourism of Vietnamese Ethnic Groups as stipulated by the Prime Minister in Decision 39/2014/QD-TTg dated July 15, 2014.
Objectively, one of the reasons is that the water level of Dong Mo Lake is unstable because it also has to perform irrigation tasks for the neighboring agricultural areas, so the landscape is not really attractive. Currently, Hanoi City is implementing the Tich River improvement project and if the project is implemented quickly, Dong Mo Lake will no longer have to perform irrigation tasks for the neighboring agricultural areas. However, because the project's capital comes from the State budget, in the context of difficulties in the State budget, the progress of this project is also delayed.
The land price applied by area (Son Tay) issued by Hanoi People's Committee under Official Dispatch No. 6788/UBND-KT dated April 25, 2016 is high (land price is about 1,700,000 VND/m2), making it difficult to attract investment for cultural and tourism projects. Many investors, after researching and calculating the investment efficiency of the project, wish to propose investment incentive mechanisms.
There needs to be clear policies and regulations in investing in Cultural Villages.
In order for the Vietnamese Ethnic Culture and Tourism Village to be invested in and developed in accordance with the goals set by the Party and the State, and to be exploited and operated effectively in the long term, Mr. Trinh Ngoc Chung said that according to Decision 540/QD-TTg dated May 12, 2008 of the Prime Minister on Approving the Investment Plan for the Development of the Vietnamese Ethnic Culture and Tourism Village to 2015, the investment and development perspective is determined as "The Vietnamese Ethnic Culture and Tourism Village is a model of a special economic-cultural zone, in which culture is both the driving force and the goal".
Accordingly, the Management Board proposes to apply investment incentives like the Economic Zone for functional areas and investment-calling projects at the Vietnam Ethnic Culture and Tourism Village to promote investment-calling advantages and speed up the filling of functional areas and investment-calling projects. This is also a driving force to promote the effectiveness and potential of developing the Vietnam Ethnic Culture and Tourism Village to become a national Cultural and Tourism Area.
The Prime Minister has stipulated the functions, tasks, powers and organizational structure of the Management Board of the Vietnam Ethnic Culture and Tourism Village in Decision No. 39/2014/QD-TTg dated July 15, 2014. According to this Decision, the Management Board of the Vietnam Ethnic Culture and Tourism Village has functions, tasks and powers similar to those of industrial parks, export processing zones, high-tech zones and economic zones. This is in accordance with Clause 1, Clause 2, Article 32 and Clause 1, Article 39, Investment Law No. 61/2020/QH14 of 2020.
In the process of performing its tasks in the past time, the Cultural Village encountered some difficulties due to the provisions of the current Investment Law with the authorities of the Management Board of the Cultural - Tourism Village of Vietnamese ethnic groups as stipulated by the Prime Minister in Decision 39/2014/QD-TTg dated July 15, 2014.
Recently, to resolve and remove the above difficulties and obstacles, the Management Board of the Vietnam Ethnic Culture and Tourism Village has reported to the Ministry of Culture, Sports and Tourism, proposed and requested the Ministry of Planning and Investment to report to the Government Standing Committee to amend and supplement the Investment Law, however, there are still some recommendations that are not as expected.
"In the context of rapid urbanization in regions across the country and domestic and international economic and cultural integration, many major changes in the places where ethnic minorities live, many traditional cultural values of ethnic communities are gradually fading away, the Management Board proposes that the Government continue to pay attention to issuing policies contributing to preserving and promoting traditional cultural values of ethnic groups at the Vietnam Ethnic Culture and Tourism Village, identifying the Vietnam Ethnic Culture and Tourism Village as a place to deposit the tangible and intangible cultural space of ethnic groups, contributing to consolidating and strengthening the strength of the great national unity bloc, a place to exchange, meet, and promote the image of the country and people of Vietnam" - Mr. Trinh Ngoc Chung expressed./.
