Resolving difficulties for units of TKV Group in Lao Cai area

Information from Lao Cai Provincial People's Committee said that on the afternoon of June 20, Lao Cai Provincial People's Committee held a working session with Vietnam National Coal - Mineral Industries Group (TKV) to assess the investment activities of the Group's units in Lao Cai province; resolve related difficulties and problems; agree on policies and orientations for future investment and business in Lao Cai province.

According to TKV's report, in the first 5 months of 2024, TKV units in Lao Cai province encountered many difficulties and obstacles in production and business activities, such as: Increasing prices of raw materials; landslides at the Sin Quyen mine bank due to geological factors; compensation and site clearance work were hindered... However, with the support of Lao Cai provincial authorities at all levels, despite many difficulties and obstacles, the units have strived to complete the production and business targets and plans assigned by TKV.

Currently, Vietnam National Coal - Mineral Industries Group is continuing to carry out compensation and site clearance work to remove difficulties and obstacles for the Group's units in order to have enough area for exploitation, dumping and implementing investment projects to maintain and expand production, ensuring stable operation of factories.

Continue to assist units in implementing legal procedures related to the application for licenses for exploration and mining, appraisal of mineral exploitation and processing projects and projects serving production maintenance; make specific, detailed and scientific assessments before approving the investment policy for the Ngoi Phat 2 hydropower plant construction project. Because this plant is located near the Sin Quyen copper mine, there is a risk of unsafe blasting, avoiding the risk of dam failure, affecting the surrounding environment; adjust and supplement land use, transportation, electricity and water plans in Lao Cai province to ensure comprehensive synchronization, meeting the conditions for implementing exploration projects, mineral exploitation and processing projects; carefully study and evaluate before approving the investment policy for new copper smelting plants in Lao Cai province to avoid risks in raw material sources; create favorable conditions to support the removal of difficulties and obstacles for units...

TKV also commits to supporting the province's localities in social security, gratitude, hunger eradication and poverty reduction through the following activities: Prioritizing recruitment, training and use of local labor; supporting funding for the implementation of medical and educational projects...

At the meeting, delegates discussed and discussed solutions to overcome difficulties and problems related to TKV such as tax, environmental issues, waste disposal, site clearance, etc. and agreed on policies and orientations for future investment and business in Lao Cai province.

At the meeting, Chairman of Lao Cai Provincial People's Committee Trinh Xuan Truong shared the difficulties of TKV in the past time, committed to continue to accompany and closely coordinate with TKV and its affiliated units in the process of production and business activities; focus on thoroughly resolving the above-mentioned problems and difficulties and agree on the development orientation in the coming time in accordance with the provincial planning and related planning.

Regarding the proposed contents of TKV Group, the Chairman of Lao Cai Provincial People's Committee basically agreed and requested TKV to soon calculate the land use demand so that the province has a basis to develop a land use plan. Regarding investment in exploiting mine sites, the Group continues to study mineral reserves in the area, determine raw material sources, and have specific proposals because they are related to planning and site clearance.

The Chairman of Lao Cai Provincial People's Committee assigned the Department of Planning and Investment and relevant departments to carefully assess, balance and calculate the demand for copper ore in Lao Cai province to consider proposals to build new copper smelting plants to ensure stable and continuous production of 02 copper smelting plants with a capacity of 30,000 tons of copper metal/year of TKV Group.

Regarding TKV's investment in construction of traffic, schools, and hospitals, relevant departments, branches, and localities shall advise the province on specific addresses of projects and develop investment and construction plans.

Request TKV Group to promptly submit the dry waste disposal project in 2024. For areas that are experiencing landslides, the company should proactively remedy the situation within the boundary. Speed ​​up the progress of measuring, counting and marking the boundary of the relocation area, and develop a plan to relocate people from the affected area. Continue to review the Mineral Development Strategy and develop a specific implementation plan for TKV Group's projects in Lao Cai province to ensure long-term, synchronous, effective and sustainable stages from exploration, exploitation, processing, etc.
