Remove the fine for car drivers who ran red lights to save people

In an emergency, taking the victim to the emergency room is a humane and necessary action.

At about 11:50 a.m. on December 25, 2024, Mr. Pham Anh Vuong (born in 1988, residing in Gia Lam, Hanoi) was driving a car with license plate 30G-095.xx, traveling on Vo Chi Cong Street. When passing a traffic accident, he discovered an unconscious woman on the road. Without hesitation, he ran the red light and, together with the traffic police present at the scene, took the victim to the emergency room.

This caused the city's fine system to record and list the vehicle as a violator. When he looked up information before Tet, he discovered the incident and proactively contacted the Hanoi Traffic Police Department to report it.

After receiving the feedback, the Traffic Police Department verified the entire process, clarifying the violation in a special context. The results determined that Mr. Vuong committed the violation in an urgent situation to save people, which is not subject to punishment (according to Article 11 of the Law on Handling of Administrative Violations). Therefore, the notice of the fine was removed, ensuring the legitimate rights of citizens.

The above incident is a clear demonstration of the fact that the law is not rigidly enforced, considering reality, ensuring the rights of those who act properly. According to the law, administrative violations in urgent situations, protecting human life and health will not be punished. This not only ensures fairness in the application of the law, but also encourages the sense of responsibility of traffic participants.
