– In the past, there have been party organizations and party members who violated the law and were disciplined. Disciplinary action against cadres and party members is something no one wants, but it is something that cannot be avoided, in order to maintain strict discipline of the Party.
Comrade Nguyen Cong Truong, Chairman of the Provincial Party Committee's Inspection Committee, Deputy Head of the Provincial Steering Committee for Crime Prevention and Control, Deputy Head of Inspection Team No. 03, spoke at the inspection session for the Provincial Police Party Committee on the content related to the leadership and direction of the implementation of the Conclusion of the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee, the Provincial Steering Committee for Crime Prevention and Control, and the Standing Committee of the Provincial Steering Committee for Crime Prevention and Control for cases and incidents under the supervision and direction of the Steering Committee (December 2023).
Deeply aware of the meaning, effects and importance of Party discipline enforcement, in recent years, the Provincial Party Committee and the Standing Committee of the Provincial Party Committee have focused on leading and directing Party committees and inspection committees at all levels to actively study, learn, disseminate, thoroughly grasp and fully and promptly implement the Party's guidelines and policies, the State's policies and laws, resolutions, directives, decisions and conclusions of the Central Executive Committee, the Politburo, the Secretariat, the Central Inspection Committee and the province on Party inspection, supervision and discipline work to cadres and Party members. The focus is on Regulation No. 22 dated July 28, 2021 of the Central Executive Committee on Party inspection, supervision and discipline work; Regulation No. 24 dated July 30, 2021 of the Central Executive Committee on the implementation of the Party Charter; Regulation No. 37 dated October 25, 2021 of the Central Executive Committee on things that party members are not allowed to do; Conclusion No. 34 dated April 18, 2022 of the Politburo on the Party's inspection and supervision strategy until 2030; Regulation No. 69 dated July 6, 2022 of the Politburo on disciplining party organizations and party members who violate the law.
Tight in handling
On the basis of policies and directions from superiors, Party committees and Inspection Commissions at all levels strengthen inspection, supervision and enforcement of Party discipline, promptly detect cases of improper implementation of principles, procedures, processes, authority and seriousness in order to correct and rectify.
Mr. Tran Thanh Hai, Permanent Deputy Head of the Provincial Party Committee's Inspection Commission, said: In recent years, the Inspection Commissions at all levels in the area have always focused on the work of inspection, supervision, and enforcement of Party discipline. Every year, when developing the program, the Party Committees and Inspection Commissions at all levels have identified key and focal inspection and supervision contents, focusing on areas prone to violations, prominent and pressing issues among the people; cadres and Party members showing signs of degradation in political ideology, ethics, and lifestyle. The Inspection Commissions at all levels have promoted their proactive role, closely following the grassroots, selecting issues, detecting signs of violations to conduct inspections; synchronously combining inspection, supervision with consideration of enforcement of Party discipline.
From 2020 to the end of 2023, Party committees, Party organizations and Inspection Commissions at all levels reviewed and disciplined 24 Party organizations and 847 Party members. In particular, in 2023 alone, the Provincial Party Committee's Standing Committee disciplined 6 Party members who were officials under the management of the Provincial Party Committee's Standing Committee (in the form of: 2 reprimands; 1 dismissal from all Party positions; 1 warning; 2 Party members expelled). Party committees at all levels disciplined 12 Party organizations by reprimand and 217 Party members. The Provincial Party Committee's Inspection Commission decided to discipline 4 Party organizations and 12 Party members. The District-level Inspection Commission and the grassroots-level Inspection Commission disciplined 111 Party members.
Violations subject to disciplinary action mainly by the party organization regarding the principles of democratic centralism, internal solidarity; lack of responsibility in promulgating regulations... Contents of violations by party members regarding family planning policies; things party members are not allowed to do; lack of responsibility, lax leadership; moral qualities and lifestyle.
The implementation of discipline is promptly reviewed by Party committees, Party organizations and Inspection Commissions at all levels, accurately concluding the nature, level, harm and cause of violations for handling. Through the implementation of discipline, violating Party members and Party organizations can clearly recognize their shortcomings and violations and take measures to overcome and improve. Timely disciplinary actions have had a positive effect in educating, preventing and deterring Party organizations and Party members, serving the requirements, political tasks, Party building work in the locality, and consolidating the people's trust in the Party.

Maintain strict Party discipline
Assessing the work of inspection, supervision and enforcement of Party discipline, according to the Provincial Party Committee's Inspection Commission, in previous years, some Party Committees and Inspection Commissions at the grassroots level have been slow in implementing the regulations and guidelines of the Central and the province on inspection, supervision and Party discipline; the handling of disciplinary actions against Party organizations and Party members through inspection when there are signs of violations by the Inspection Commission is still limited; a few Party organizations have assessed the form of discipline with the level of violation as not commensurate; the work of inspection, monitoring and urging the implementation of conclusions after inspection and supervision at some Party Committees and Inspection Commissions has not been timely... These limitations have affected the timeliness and strictness of Party discipline.
In order to gradually overcome the limitations pointed out, in recent times, Party committees, Party organizations, and Inspection Commissions at all levels have regularly attached importance to propaganda and education for lower-level Party organizations and Party members to clearly understand the purpose and significance of implementing Party discipline. When considering and handling, respect objectivity, reason, and emotion, strictly implement the principle of democratic centralism, ensure equality, fairness, accuracy, timeliness, and objectivity in implementing Party discipline.
Mr. Vy Xuan Tinh, Member of the Standing Committee of the District Party Committee, Chairman of the Inspection Committee of the Binh Gia District Party Committee, said: In the past time, the Inspection Committee of the District Party Committee has proactively advised the Standing Committee of the District Party Committee to direct and effectively implement the work of inspection, supervision and enforcement of Party discipline. Party committees and Inspection Committees at all levels of the district have focused on conducting inspections when there are signs of violations against Party organizations and Party members; verifying assets and incomes of Party members under the management of the District Party Committee; paying attention to directing the timely handling of Party members who violate regulations and procedures, thereby bringing about positive results.
In 2023, through inspection and supervision, the entire district Party Committee had no party organizations that violated the law and had to be considered for disciplinary action. Regarding disciplinary action against party members, Party committees at all levels and Party cells disciplined 19 party members by expelling 1 party member, reprimanding 16, and warning 2 party members. The District Party Committee's Inspection Commission and grassroots Party Committee disciplined 10 party members (reprimanding 6, expelling 4).
In addition, the implementation of the coordination regulations in the work of inspection, supervision and enforcement of party discipline between the Inspection Committees at all levels and relevant agencies and organizations in performing inspection and supervision tasks is basically in accordance with principles and responsibilities. Agencies and units proactively coordinate and exchange information on the situation of Party organizations and party members, serving the work of inspection and supervision, on preventing and combating corruption and negativity, contributing to the fight against and pushing back the degradation of ideology, politics, ethics and lifestyle in a number of cadres and party members. Thereby, the Inspection Committees at all levels promptly consider and handle disciplinary actions against Party organizations and party members to ensure consistency, correctness and level of violations according to Party regulations. The publication of the results of inspection, supervision and enforcement of discipline within the Party has promptly guided public opinion, serving as a warning, deterrent, prevention and control of violations. The situation of being deferential, avoiding, afraid of collision, and not being decisive in handling inspection, supervision, and enforcement of party discipline has been gradually overcome.
In order to strictly maintain Party discipline and successfully implement the goals set out in the Resolution of the 17th Provincial Party Congress, in the coming time, under the leadership of the Provincial Party Committee, the Provincial Party Committee Standing Committee, Party committees and Inspection Commissions at all levels in the Provincial Party Committee will continue to promote the achievements, step up propaganda, dissemination and thoroughly grasp the Party's resolutions, directives, regulations and guidelines on inspection, supervision and enforcement of Party discipline. Focus on inspecting and supervising the heads of Party organizations, the State, the Fatherland Front and socio-political organizations at all levels in the performance of assigned duties and responsibilities; direct the good implementation of the coordination regulations with relevant agencies, departments and branches. Party committees and inspection committees at all levels shall perform well the inspection task when there are signs of violations, especially the inspection of party organizations and party members related to cases and incidents according to the direction of the Central Committee and the Provincial Steering Committee for Anti-Corruption and Negativity; promptly resolve complaints and denunciations against cadres and party members to ensure fairness and accuracy, strictly handle violations in accordance with the regulations of the Party and the State, and strictly maintain the Party's discipline. At the same time, pay attention to improving the qualifications, expertise and mettle of inspection officers at all levels, so that inspection officers are truly shining examples in training, studying and performing assigned duties and tasks, meeting new requirements and tasks.
