When integrated into VNeID, VssID, patients who need to transfer or re-examine only need to present an electronic referral form or an electronic re-examination appointment form on the applications, reducing administrative procedures.
In order to create more convenience for Health Insurance (HI) patients, especially in transferring medical examination and treatment and re-examination, the Ministry of Health has just issued Decision 4750/QD-BYT amending and supplementing Decision 130/QD-BYT regulating the standards and formats of output data for management, appraisal, payment of medical examination and treatment costs and settlement of related regimes.
Accordingly, in Decision 4750/QD-BYT, the Ministry of Health has officially added 2 new data tables, including: Health insurance referral paper data table and re-examination appointment paper data table according to the provisions of Decree 75/2023/ND-CP of the Government on amending and supplementing a number of articles of Decree No. 146/2018/ND-CP detailing and guiding measures to implement a number of articles of the Law on Health Insurance.
With the addition of the above two data tables, the roadmap is set that from April 1, the Social Insurance agency and hospitals nationwide will begin testing the sending and receiving of electronic data on health insurance referral papers and re-examination appointment papers, moving towards official nationwide implementation from July 1. Also this year, the Ministry of Health will coordinate with Department C06, the Ministry of Public Security and Vietnam Social Security to research and deploy the integration of health insurance referral papers and re-examination appointment papers into the VNeID and VssID applications.
According to Ms. Tran Thi Trang, Director of the Health Insurance Department, this is an effort by the Ministry of Health and relevant agencies in digital transformation of the health insurance sector, moving towards completely eliminating paper referral papers and re-examination appointment papers. When these two types of documents are integrated on VNeID, VssID, when performing referral or re-examination procedures, patients only need to present electronic referral papers or electronic re-examination appointment papers on the above two applications (with integrated QR codes).
Furthermore, the implementation of the above two types of documents in electronic form will shorten the time, create convenience for patients and medical facilities when receiving, transferring, and re-examining patients, limit fraudulent and falsifying acts in transferring, and at the same time support the Social Insurance agency in assessing and paying health insurance.
Recently, many patients, especially those with serious illnesses, have continuously complained that when receiving treatment at a higher level, the doctor has scheduled a follow-up appointment, but when the appointment comes, they are forced to return to a lower level to request a referral. With such cumbersome procedures, many people cannot request a referral, or even skip follow-up visits, affecting the treatment process.
