The Department of Education and Training of Ho Chi Minh City recently reported on the current situation of preschool education in urban areas and industrial zones in the city, including information on the implementation of policies and income of preschool teachers.
Specifically, based on legal documents, preschool teachers are entitled to full salary, preferential allowances, and seniority allowances according to general regulations of the Government and the Ministry of Education and Training and are supported according to resolutions of the City People's Council.
According to the Department of Education and Training, the highest total income of public preschool managers in the city is 17 million VND, the lowest is 10.68 million VND per month. The average income is 13.87 million VND.
Public preschool teachers have the highest income of 16.87 million, the lowest is 5.1 million VND per month. The average income is 10.98 million VND.
For preschool level, Ho Chi Minh City currently has 2,611 managers, 27,359 teachers, and 11,458 employees. As of January 2024, the number of public managers lacking is 278 people, the number of teachers lacking is 1,200 people (of which 529 public teachers are lacking, 671 non-public teachers are lacking).
The city has an attractive policy for preschool teachers, but the Department of Education and Training believes that such income is still not enough to meet the living needs in the city, especially for teachers from the provinces who have to rent a house and cover living expenses. Therefore, after graduating from school, pedagogical students choose to work freely or register for recruitment in private organizations or units to have a higher income.
The Department of Education and Training proposed short-term and long-term solutions, such as: organizing flexible recruitment of civil servants in many forms; continuing to promote decentralization of recruitment organization for public service units; signing teacher contracts while not yet recruiting personnel to ensure the unit's operations. The Department of Education and Training will also coordinate with the Department of Home Affairs to submit to the Ho Chi Minh City People's Committee for consideration and direction on the time of job transfer for civil servants and the time of organizing the first round of civil servant recruitment in the whole city; receive preschool teachers transferred to Ho Chi Minh City according to the needs of the unit; continue to propose and develop policies to attract preschool teachers; strengthen coordination with training institutions to have policies to attract students to study preschool education... |
