According to Tien Phong reporters, at around 4 p.m., heavy rain caused many streets in Hanoi such as Xuan Thuy, Cau Giay, Nguyen Chi Thanh, Tran Duy Hung, etc. to be partially congested, with some areas being blocked for several kilometers.
