Vice Chairman of Hanoi People's Committee Nguyen Trong Dong signed and issued Decision No. 4731/QD-UBND on the allocation of 65,795 m2 of land in Van Diem commune, Thuong Tin district to Thuong Tin district People's Committee to implement the project of Construction of technical infrastructure for the auction area of Van Diem commune, Thuong Tin district.
Accordingly, 65,795 m2 of land in Van Diem commune, Thuong Tin district (agricultural land of households, individuals and land managed by Van Diem commune People's Committee; confirmed by Thuong Tin district People's Committee to have completed site clearance in Official Dispatch No. 238/TTr UBND dated August 8, 2024) was transferred to Thuong Tin district People's Committee to implement the Project of Construction of technical infrastructure of the auction area of Van Diem commune, Thuong Tin district, Hanoi according to Decision No. 1620/QD-UBND dated May 13, 2019 of Thuong Tin district People's Committee, Resolution No. 01/NQ-HDND dated May 18, 2020 and No. 01/NQ-HDND dated April 12, 2023 of Thuong Tin district People's Council on approving and approving adjustment of the investment policy of the Project; Decisions: No. 5372/QD-UBND dated December 23, 2019, No. 4646/QD-UBND dated December 2, 2021, No. 2906/QD-UBND dated June 8, 2022 and No. 9326/QD-UBND dated December 29, 2023 of Thuong Tin District People's Committee on approving and approving adjustments to the Investment Project.

Of the total area of 65,795 m2 of land, 19,177 m2 of land is used to develop a plan for auctioning residential land use rights; Form of land use: For the People's Committee of Thuong Tin district: land is allocated without collecting land use fees. For households and individuals who win the auction for residential land use rights, the State will allocate land with land use fees. The land use term is long-term; 5,232 m2 of land is used to build social housing (implemented according to a separate project); 41,386 m2 of land for trees, parking lots, public areas, and regional traffic... is allocated land in the form of the State allocating land without collecting land use fees; The People's Committee of Thuong Tin district (Thuong Tin District Land Fund Development Center) invests in building technical infrastructure in sync with the general infrastructure of the area according to the approved planning. Method of land allocation based on results: land is allocated without auctioning land use rights, without bidding to select investors to implement projects using land.
The City People's Committee assigns the People's Committee of Thuong Tin District (Thuong Tin District Land Fund Development Center) to be responsible for the origin of land use; data on the area of rice land converted to other purposes within the scope of the Project; the process of site clearance, land use management, investment in technical infrastructure construction to ensure compliance with regulations; responsible for the proposed project boundary to ensure that no interspersed agricultural land areas arise.
At the same time, contact the Department of Natural Resources and Environment to carry out procedures for determining boundaries and handing over land on the field.
Organize the implementation of technical infrastructure construction according to the approved investment project to ensure the overall planning, synchronous connection of technical infrastructure and regional infrastructure. Thuong Tin District People's Committee is responsible for preparing and approving the Master Plan Drawing to ensure no interleaved land areas arise, and to use land economically and effectively.
Prepare a plan for auctioning land use rights and submit it to the competent authority for approval and organize the auction of land use rights in accordance with the procedures prescribed by the 2024 Land Law, the 2016 Law on Property Auction, Decrees, Circulars guiding the implementation and current regulations of the City on auctioning land use rights to allocate land with land use fees or lease land in the city, ensuring compliance with legal regulations, publicity, transparency and efficiency. Guide the auction winners to fulfill their financial obligations, register land use rights, issue certificates of land use rights, house ownership rights and other assets attached to land in accordance with regulations.
In addition, use land for the correct purpose, boundary, and area specified above; implement investment projects in accordance with the provisions of law.
