PhD lecturers must publish at least 50 scientific articles.

Lecturers teaching at doctoral and master's levels must meet requirements on experience in training organization and scientific research related to the training field. This includes specific requirements on the number of articles and scientific reports with the role of lead author or corresponding author.

That is the new regulation in the Circular amending and supplementing a number of articles of Circular 02 (2022) on conditions, order, and procedures for opening training majors and suspending training activities at doctoral, master's and university levels, recently issued by the Ministry of Education and Training, effective from January 5, 2025.

This new Circular adds regulations on lecturers, especially at the master's and doctoral levels, with more difficult requirements than Circular 02.

Ministry of Education and Training adds more difficult requirements for lecturers teaching at doctoral level

Specifically, the general regulations on lecturers at university, master's and doctoral levels have been supplemented with the content "Lecturers in charge of developing and organizing the implementation of training programs and lecturers in charge of teaching training programs must be full-time lecturers not exceeding the maximum retirement age according to the Government's regulations on retirement at a higher age for civil servants in public service units; annually directly teach a number of compulsory subjects or guide master's theses and doctoral theses in the training program".

Regarding the regulations on lecturers in the conditions of opening a doctoral training program, in addition to the requirement of having at least 1 or 2 associate professors and 3 doctors in the appropriate field as permanent lecturers, this circular adds 2 contents on lecturer conditions.

One is "having experience in organizing training and scientific research related to the training field, meeting one of the following conditions: The doctoral training field is a suitable field for a field that has been trained and awarded a master's degree or in the last 5 years has participated in guiding 5 doctoral theses in the training field that have been successfully defended (at another training institution).

At the same time, he has published a total of at least 50 articles and scientific reports in scientific journals that are scored by the State Council of Professors for the training sector, as the lead author or corresponding author.

Second, it must meet the criteria of the University Education Institution Standards applicable to doctoral training institutions, including the proportion of full-time lecturers with doctoral degrees, the proportion of revenue from scientific and technological activities (except for training institutions under the Ministry of National Defense and the Ministry of Public Security), and the average number of scientific and technological publications per full-time lecturer.

Similarly, the circular also adds regulations on lecturers with master's degrees. Accordingly, in the last 5 years, lecturers must have at least 2 years of direct teaching experience in over 50% of the subjects in the training program; and have published a total of at least 20 articles and scientific reports in scientific journals that are scored by the State Council of Professors for the training program, as the lead author or corresponding author.
