Reduce early admission for fairer admission

The content of "tightening" the early admission quota to no more than 20% of the quota for each major and group of majors and possibly considering eliminating early admission proposed by the Ministry of Education and Training is receiving much attention from schools and candidates because it will directly impact university admissions from 2025.

Many schools may stop early admission based on academic records

Speaking to VOV.VN, Dr. Pham Thanh Ha, Head of Training Department of the University of Transport, said that for many years now, early admission by higher education institutions has become popular, with early admission methods including admission based on high school transcripts.

Early admission based on high school transcripts has become one of the main methods of some higher education institutions, especially those that are not in the top.

The early admission process of higher education institutions is independent, so candidates can apply to many schools and may be eligible to be admitted to many different schools, while they can only study at one place, leading to the phenomenon of virtual admission (candidates are admitted but do not enroll).

According to Dr. Pham Thanh Ha, normally schools will reserve a certain quota from 20% to 50% for this method, however, due to the virtual phenomenon, schools will have to take the number of qualified candidates many times higher than the determined quota. Due to the inability to control the real wishes of candidates and other objective conditions, the number of successful candidates is much higher than the initial quota, even occupying all the quota for other methods and schools are forced to reduce the quota for other methods such as considering the results of the high school graduation exam, this causes the high school standard score to be pushed up very high, causing unfairness in enrollment.

“The draft amendment to the 2025 admission regulations aims to address the above issue by stipulating that the early admission quota is determined by the training institution but does not exceed 20% and the number of candidates announced to be admitted does not exceed the announced early admission quota. With this regulation, the number of candidates admitted early by considering high school transcripts of schools will be very low, and some majors will even have no candidates after the nationwide virtual screening.

This regulation will not affect large schools or schools with a long history of training, but local schools and some private schools will have certain difficulties.

I think the Ministry will still allow schools to consider early admission, but it will be for candidates with outstanding abilities. Early admission based on high school transcripts will no longer be effective because it is bound by quotas and the number of admission notices as discussed above. Therefore, many schools will abandon the early admission method based on high school transcripts," said Dr. Pham Thanh Ha.

However, Dr. Ha also said that for some schools, considering high school transcripts as a major source of admission, they will have to consider considering high school transcripts at the same time as considering high school exam results. And if considering at the same time, they must use the same scale and equivalent conversion scores, which is also a difficult problem.

“If the admission is conducted in the same round, the Ministry of Education and Training should consider letting schools decide the quota for each method instead of converting to equivalent scores because arbitrary conversion will affect the quality and fairness of admission.

In general, the school's enrollment work will be disrupted, but schools will be more responsible in determining methods and targets, and most importantly, the enrollment results will be fairer," emphasized Dr. Pham Thanh Ha.

Reduce early admission to create a more serious learning mentality

From the perspective of a high school teacher, Ms. Ho Thi Xuan Thu, head of the History - Geography - Civic Education group, Khuong Ha Primary, Secondary and High School (Thanh Xuan, Hanoi) also agrees with the view that early admission should be completely eliminated to ensure fairness for students nationwide, especially students in remote, isolated, island and disadvantaged areas. The fact that many schools have used early admission based on academic records in recent years has caused negative effects in the teaching and learning process, even negative effects to "beautify" academic records.

Mr. Pham Quoc Toan, Head of the Natural Science Group, Deputy Head of the Professional Department of Huynh Thuc Khang High School (Hanoi) also said that reducing the early admission quota helps students have a serious study mentality until they graduate from high school.

"Fair play needs to be regulated like that. If students know they can be admitted early and easily, it will make them subjective. While thinking must be continuously cultivated, even without exam pressure, they still have to practice to gain more knowledge and experience," said Mr. Toan.
