On the afternoon of December 10, Comrade Le Duc Giang, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the Conference on deploying urgent tasks to combat illegal, unreported and unregulated (IUU) fishing in Thanh Hoa province in 2024.

The conference was attended by representatives of leaders of member sectors of the Provincial Steering Committee against IUU fishing, along with coastal districts, towns and cities.

Director of the Department of Agriculture and Rural Development Cao Van Cuong reported at the conference.

According to the report of the Department of Agriculture and Rural Development, as of December 9, 2024, the whole province has 6,705 fishing vessels, including: Fishing vessels under 6m in length, rafts, and bamboo boats are 3,512; fishing vessels from 6m to under 12m in length are 1,233; fishing vessels from 12m to under 15m in length are 854; fishing vessels from 15m or more in length are 1,106.

Of these, 3,046/3,193 fishing vessels subject to registration have been registered and entered into the VnFishbase database, reaching 95.4%.

The number of fishing vessels with valid registration is 1,695/1,922 vessels, reaching 88.2%.

The number of fishing vessels with valid fishing licenses is 2,714/3,046 vessels, reaching 89.1%.

The number of ships with valid food safety certificates is 946/1,093 ships, reaching 86.6%.

Journey monitoring equipment has been installed on 1,079/1,093 fishing vessels, reaching 98.7%.

The output of seafood exploited through fishing ports reached 31.6%.

Since the beginning of 2024, member sectors and localities have coordinated to work with each fishing vessel owner lacking procedural documents, classifying fishing vessels on shore, fishing vessels not eligible for exploitation, and closing fishing vessels not eligible for exploitation. Implementing the relocation of fishing vessels not eligible for operation to anchor in concentrated anchorage areas, assigning the People's Committees at the commune level and the Coast Guard stations to closely monitor the location, ensuring the provision of images in case of request by inspection teams; organizing the demolition of a number of spontaneous fishing ports in Hau Loc district...

During the year, the province's functional forces concentrated forces, established patrol teams, inspected and controlled at sea, at estuaries, fishing ports and through the Journey Monitoring System, handling 260 violations with a total fine of more than 2.3 billion VND.

The member sectors of the Provincial Steering Committee for Combating IUU Fishing develop a detailed plan, prepare documents, files and other necessary conditions to ensure timely provision of files as required by the EC Inspection Team, Ministry of Agriculture and Rural Development.

Vice Chairman of Hau Loc District People's Committee spoke at the conference.

However, as of December 10, the province still had 147 fishing boats with “2 nos” (no registration, no license), “3 nos” (no registration, no inspection, no license). Currently, the owners of these fishing boats are urgently completing their documents to register.

Of which, there are 109 "2 no" ships: Nga Son 8 ships, Hau Loc 88 ships, Hoang Hoa 3 ships, Quang Xuong 4 ships, Nghi Son town 6 ships;

38 "3 no" ships: Nga Son 1 ship, Hau Loc 11 ships, Hoang Hoa 1 ship, Sam Son city 4 ships, Quang Xuong 3 ships, Nghi Son town 18 ships.

The whole province still has 58 fishing boats that have not turned on their journey monitoring devices for over 6 months, mainly fishing boats that are on shore and not operating due to damage or lack of manpower.

At the conference, representatives of the member sectors of the Provincial Steering Committee for Combating IUU Fishing and coastal localities analyzed the causes and shortcomings in handling fishing vessels with "2 no's" and "3 no's"; the investigation and verification to ensure sufficient grounds for sanctioning the act of disconnecting the journey monitoring connection...

Concluding the conference, Vice Chairman of the Provincial People's Committee Le Duc Giang requested the Department of Agriculture and Rural Development to coordinate with relevant forces to thoroughly handle violations when receiving official dispatches summarizing fishing vessels violating regulations from the Ministry of Agriculture and Rural Development; organize on-duty shifts, collect statistics on aquatic product output through fishing ports, and unify data for reporting to superior agencies; work with the Fisheries Information Center and the Department of Fisheries to resolve inactive fishing vessels, vessels sold to other provinces, and decommissioned fishing vessels to unify reporting data.

Relevant forces of the province have increased patrols, control and strictly handled fishing vessels that violate administrative regulations, especially those that repeatedly violate administrative regulations, and put them under regular monitoring.

Coastal localities must thoroughly resolve cases of "2 no's", "3 no's" and fishing vessels that have lost connection for more than 10 days and more than 6 months, to be completed before December 19, 2024.
