Receiving opinions and recommendations from voters sent to the 17th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters in the fields of agriculture, forestry, fisheries and new rural areas.

Green hemp is being maintained on Cam Thuy land.

Quan Son district voters requested the province to have measures and directions to solve the difficulties for the people: Because recently, the company's purchase of raw green hemp has applied strict standards, paid late and in the past 3 months the company has announced a temporary suspension of purchases, leading to some public opinion and confusion among the people, some households do not want to continue growing green hemp anymore. Answer: According to the report of the Department of Agriculture and Rural Development: Up to now, An Phuoc Agricultural Joint Stock Company has paid all debts to households; at the same time, the Company continues to purchase dry hemp bark according to the contract between the Company and green hemp growers. On the other hand, the Company has restructured its apparatus, which has been completed, its operations have stabilized and the Company has issued Official Dispatch No. 2911/2023/CV-AVNN dated November 29, 2023 on the expansion of green hemp raw material areas in Thanh Hoa; Accordingly, the Company wishes to expand the area of ​​green hemp raw material in the province by 1,000 hectares in 2024; by 2025, the total area of ​​green hemp raw material in the province will reach 3,000 hectares.

On December 28, 2023, the Department of Agriculture and Rural Development held a conference to assess the current situation and discuss solutions for developing raw green hemp in 2024 at the Cam Tu Textile Factory (Cam Thuy); therefore, based on the report of the Department of Agriculture and Rural Development, the Provincial People's Committee will consider and give instructions on the planting of green hemp in the province to ensure the rights of green hemp growers.

Quan Son District voters: at point a, clause 1, Article 23 of the 2017 Forestry Law, specifically the authority of the Provincial People's Committee is to "allocate forests, lease forests, change the purpose of forest use to other purposes, and reclaim land from organizations". Therefore, voters propose to change the purpose of forest use to grant residential land to people in Cha Khot village. According to the answer: The order and procedures for forest recovery and conversion of forest use purposes are stipulated in Articles 42 and 43 of Decree No. 156/2018/ND-CP dated November 16, 2018 of the Government detailing the implementation of a number of articles of the Forestry Law; accordingly: the order and procedures for forest recovery and conversion of forest use purposes (if any) are consistent and synchronized with the order and procedures for land recovery and conversion of land use purposes and implemented in accordance with the provisions of the law on land.

Therefore, it is recommended that the People's Committee of Quan Son district coordinate with the Na Meo International Border Gate Border Guard Station to determine the area, current status of the forest, current status of land use under cultivation, location, and boundary between the dossier and the field for the area of ​​about 500 hectares that has been supported by the Ministry of National Defense in Official Dispatch No. 4431/BQP-TM dated December 19, 2022; on that basis, guide the Na Meo International Border Gate Border Guard Station to complete the land recovery dossier, send it to the Department of Natural Resources and Environment for appraisal, and submit it to the Provincial People's Committee for consideration and decision in accordance with the provisions of the land law. After recovering the land of the Na Meo International Border Gate Border Guard Station, the locality will manage and put the land into use according to the approved land use plan. For the area after recovery and handover, if there is a need to convert the purpose of forest use to grant residential land to people; Request the People's Committee of Quan Son district to review the land plots to ensure compliance with the conditions for changing forest use purposes as prescribed in Article 19 of the Forestry Law as a basis for implementing the procedures for changing forest use purposes as prescribed.

Voters of Nga Son district reflected and suggested: after the merger, the cultural houses in the villages are not large enough and are degraded, not meeting the living needs of the people. Meanwhile, many cultural houses are redundant and degraded. Propose that the Provincial People's Council and People's Committee pay attention to directing the relevant agencies to promptly resolve the above situation and have a mechanism to support the villages to build cultural houses that meet the standards and meet the living needs of the people.

According to the response: Implementing the direction of the Ministry of Finance, the Chairman of the Provincial People's Committee has directed the Department of Finance (Standing Agency of the Steering Committee for rearrangement and handling of houses and land of Thanh Hoa province) to coordinate with the Department of Natural Resources and Environment, the Department of Construction and relevant units to adjust and supplement the overall plan for rearranging and handling houses and land of agencies, organizations and units under the management of Nga Son district in Official Dispatch No. 14650/UBND-KTTC dated October 2, 2023. Accordingly, the village cultural houses in Nga Son district are proposed to be "retained and continued to be used", there are no surplus cultural houses.

For cultural houses in villages that are not large enough and are degraded, not meeting the living needs of the people, it is recommended that the People's Committee of Nga Son district follow the direction of the Provincial People's Committee in Official Dispatch No. 17878/UBNDVX dated December 30, 2019 on handling surplus cultural houses in villages and towns in the province after the merger; at the same time, ask for opinions from the Department of Culture, Sports and Tourism based on Circular No. 06/2011/TT-BVHTTDL dated March 8, 2011 of the Ministry of Culture, Sports and Tourism on the organization, operation and criteria of Cultural Houses - Village Sports Areas; Circular No. 05/2014/TT-BVHTTDL dated May 30, 2014 of the Ministry of Culture, Sports and Tourism on amending and supplementing Circular No. 06/2011/TTBVHTTDL on regulations on the model of organization of activities and criteria for Cultural Houses, Village Sports Areas and the actual situation of villages after the merger, to renovate Cultural Houses - Village Sports Areas to ensure standards, meeting the conditions for serving daily activities after the merger in accordance with the actual conditions of the locality. In case, after reviewing and arranging, cultural houses are degraded or damaged, the People's Committee of Nga Son district is requested to propose the selection of appropriate forms of handling public assets according to the provisions of the Law on Management and Use of Public Assets; Decree No. 151/2017/ND-CP dated December 26, 2017 of the Government; Decree No. 167/2017/ND-CP dated December 31, 2017 of the Government was amended and supplemented by Decree No. 67/2021/ND-CP dated July 15, 2021 of the Government; report to competent authorities for consideration and approval.

Voters of Thuong Xuan district proposed to have mechanisms and policies to prioritize and focus on investment in mountainous localities and ethnic minority areas in the roadmap and plan to reach the goal of new rural areas, advanced new rural areas, and model new rural areas. According to the answer: In the period of 2021-2025, the Provincial People's Council issued the following Resolutions: No. 185/2021/NQ-HDND dated December 10, 2021 on promulgating policies on agricultural, rural and farmer development in Thanh Hoa province, period 2022-2025; No. 01/2023/NQ-HDND dated March 24, 2023 on amending and supplementing a number of Resolutions No. 185/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council in the field of agriculture and rural areas in Thanh Hoa province; No. 256/2022/NQ-HDND dated July 13, 2022 on the principles, criteria, and norms for allocating development investment capital from the central budget and the proportion of counterpart capital from the local budget to implement the National Target Program on New Rural Construction in Thanh Hoa province for the period 2021 - 2025; which includes mechanisms and policies to prioritize and focus investment on mountainous localities and ethnic minority areas in the roadmap and plan to reach the new rural area, advanced new rural area, and model new rural area. Therefore, the People's Committee of Thuong Xuan district is requested to notify and respond to the voters of the district.

Voters of Nhu Xuan and Ngoc Lac districts proposed that the province amend the criteria set on the indicator "percentage of households using clean water according to standards from the centralized water supply system" to "percentage of households using clean water according to standards from various sources".

According to the answer: On March 1, 2024, the Prime Minister issued Decision No. 211/QD-TTg amending a number of criteria and targets of the National Criteria Set for New Rural Communes, the National Criteria Set for Advanced New Rural Communes, the National Criteria Set for New Rural Districts and the National Criteria Set for Advanced New Rural Districts for the period 2021-2025; adding criteria for specific new rural districts without commune-level administrative units for the period 2021-2025; in which decentralizing the Provincial People's Committee to regulate the rate of households using clean water according to standards from the centralized water supply system to ensure suitability with the conditions and actual situation of localities in the province and ensuring the completion of the province's general socio-economic targets for the period 2021-2025. Currently, the Provincial People's Committee has assigned the Provincial Office of New Rural Construction Coordination to preside over and coordinate with relevant departments, branches and units to advise the Provincial People's Committee on regulations on the implementation of centralized clean water targets in accordance with legal regulations and the actual situation of the locality.

Voters of Thieu Hoa and Vinh Loc districts proposed that the Provincial People's Committee allocate funds to reward communes that meet advanced New Rural standards and villages that meet model New Rural standards in 2022 and 2023.

According to the answer: On November 24, 2023, the Provincial People's Committee issued Decision No. 4438/QD-UBND on the allocation of funds to support the implementation of the new rural construction policy in 2023 from the budget (economic career expenditure) in the province. In which: Thieu Hoa district in 2023 supported 3,200 million VND for 4 communes meeting the advanced new rural standards in 2022, including the communes: Thieu Nguyen, Thieu Long, Minh Tam, Thieu Phu; supported 1,000 million VND for Thieu Trung commune to meet the model new rural standards in 2022.

Vinh Loc District: In 2023, 800 million VND was supported for Vinh Hung commune to meet the advanced new rural standards in 2022. Currently, the Provincial New Rural Development Program Coordination Office is developing and submitting a plan to allocate the provincial budget in 2024 to support the implementation of the New Rural Development Program; including reviewing and supporting (rewarding) localities (districts/communes/villages) that meet the new rural standards, advanced new rural standards, and model new rural standards but have not yet received support according to the policy.

Voters of Quang Chau Ward (Sam Son City) proposed to consider speeding up the implementation of the Quang Chau - Quang Tho Craft Village Industrial Park Project to create jobs for the people. According to the answer: The Quang Chau Craft Village Industrial Park (Sam Son City) was established in June 2019 with an area of ​​25 hectares; the investor is Sam Son Urban Development Joint Stock Company. However, within the scope of the project implementation, there is an urban traffic area of ​​about 2.5 hectares, so the Provincial People's Committee issued Decision No. 4629/QD-UBND dated December 6, 2023 to reduce the area to 22.5 hectares. Up to now, the project has basically completed investment procedures but there is still about 1 hectare of unfinished site clearance, including: 0.35 hectares of residential land and 0.64 hectares of irrigation land. Currently, the investor is completing the land lease documents for the land area that has completed site clearance to ensure that it will be completed before June 2024 according to the approved schedule. In the coming time, to speed up the implementation progress of the Quang Chau - Quang Tho Ward Craft Village Industrial Cluster project, the Provincial People's Committee will direct the Department of Industry and Trade to inspect, urge, and guide the investor to promptly complete the documents and procedures for adjusting the planning to submit to the Sam Son City People's Committee for approval; at the same time, direct the Sam Son City People's Committee, the Department of Construction, ... to promptly review and approve the 1/500 planning (after the investor completes the documents and procedures); at the same time, request the Sam Son City People's Committee to promptly coordinate with the investor to carry out compensation and site clearance for the remaining area of ​​about 1 ha that has not been completed.
