Chairman of the Ho Chi Minh City People's Committee Phan Van Mai commented that although Thu Duc City disbursed 9/113 projects at a rate of over 90% and 31/113 projects at a rate of 100%, the scale and total capital of these projects were not large. The number of assigned projects with large capital (over 20 billion VND), accounting for 91.7% of the projects in the area, this is the group that needs to be focused on removing and promoting to achieve the target.
On November 6, Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai worked with the Standing Committee of the Thu Duc City Party Committee on the disbursement of public investment capital. Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong and representatives of Ho Chi Minh City departments and branches also attended.
After listening to the leaders of Thu Duc City People's Committee report on the disbursement of public investment in the area, representatives of departments and branches contributed opinions and suggested solutions to help public investment in Thu Duc City achieve the set targets.

Providing more information about the difficulties and obstacles in implementing tasks in Thu Duc City, Secretary of the Thu Duc City Party Committee Nguyen Huu Hiep proposed that Ho Chi Minh City allow Thu Duc City to develop a project to implement the use of public assets in accordance with the spirit of Resolution 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City. Thereby, helping Thu Duc City create conditions to create resources to use public assets.
In his concluding remarks, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai emphasized that Thu Duc City and its districts, departments and branches must thoroughly grasp and effectively implement the 60-day peak emulation campaign to complete the tasks in 2023, especially public investment. He noted that this emulation campaign must ensure substance, focusing on reviewing the remaining main goals and tasks to focus on implementation and Thu Duc City must be the pioneer in implementing the peak emulation campaign.

In particular, it is necessary to identify the obstacles and difficulties of each project to have specific progress and assignments, ensuring the total time of work achieved. He noted that Thu Duc City quickly synthesizes, proposes, and together with the Department of Natural Resources and Environment calculates the tasks, from surveying, measuring, legal verification, and making compensation plans. Thereby, determining what can be done at the same time, what needs to be done first based on studying the provisions of current laws, Resolution 98 and applying the experience that Ho Chi Minh City has done to propose.
"In the land clearance expenditure, we agree on the disbursement plan, but the ultimate goal is that the money must go to the people, the people receive and agree to hand over the land. We have land to continue the project, the people continue to earn new livelihoods and use that money for socio-economic activities. We must simultaneously implement both of the above goals, not just consider the data from the treasury to the Compensation Board while the money has not reached the people."

Along with the establishment of agencies of Thu Duc City according to Resolution 98 of the National Assembly, continue to consolidate and perfect the apparatus for compensation and site clearance work. Along with that, it is necessary to synchronize the professional process of compensation and site clearance work; organize training for specialized agencies, coordinating agencies and for ward officials.
The Chairman of the Ho Chi Minh City People's Committee also requested Thu Duc City and related departments and branches of Ho Chi Minh City to focus on site clearance to both disburse funds for site clearance tasks and have land to accelerate construction and installation and disburse funds for construction and installation so that the project can be completed and put into use. Along with that, prepare compensation for site clearance for major projects that are already on the investment policy list, and prepare for investment for next year.

Regarding investment policies and investment structures, he suggested that the progress of each project must be clearly defined, based on the process guidance from the Department of Planning and Investment, but Thu Duc City must be proactive. "We must not let the situation of being leisurely at the beginning of the year and being rushed at the end of the year, and we are always being chased in terms of public investment disbursement rate," he emphasized.
At the same time, it is important to note that the investment structure must balance technical infrastructure, social infrastructure and green space. Of the 18 investment projects of over 20 billion VND, only 3 are social infrastructure projects. He said that this structure is not reasonable in the goal of building Thu Duc City as a livable place. Therefore, it is necessary to focus more on social infrastructure projects, projects serving people's lives as well as green spaces and landscapes of the city...
Regarding the proposal to allow Thu Duc City to develop a project to use public assets, the Chairman of the Ho Chi Minh City People's Committee requested to point out specific methods and mechanisms and consider this not only as an implementation of Resolution 98 of the National Assembly but also as creating resources for Thu Duc City to make a breakthrough.

Comrade Phan Van Mai said that Ho Chi Minh City will assign specific departments, branches, and officials to act as focal points for the Thu Duc City People's Committee to coordinate, and at the same time, study to increase leadership personnel for Thu Duc City to carry out its tasks.
