Accordingly, the 2023 National First Division is expected to start from April 7 and last until August 2023, with the participation of 11 professional clubs including: PVF - People's Police, Ba Ria Vung Tau, Binh Phuoc, Binh Thuan, Hoa Binh, Long An, Phu Dong, Phu Tho, Quang Nam, Saigon. Each first division club is allowed to register 1 Vietnamese player of foreign origin and 1 foreign player of Vietnamese origin.
The 2023 First Division will be played in two phases: Phase 1, teams will compete in a round robin to calculate points and rank.
Phase 2, based on the Phase 1 rankings, the teams will be divided into two groups A and B. Group A consists of 5 clubs competing for the championship. Group B consists of 6 clubs competing for positions from 5 to 11. The 11th team of the 2023 First Division will have to play in the 2024 Second Division.
The 2023 First Division (V.League 2) champion club will be promoted to play in the V.League 1-2024 National Football Championship and receive a prize worth 2 billion VND. The prize for the second-placed team is 1 billion VND, 500 million VND for the third-placed team.
According to the draw, PVF People's Police Club will meet Phu Tho in the first round, along with the matches of Quang Nam - Hue, Binh Phuoc - Long An, Binh Thuan - Phu Dong, Hoa Binh - Ba Ria Vung Tau. Saigon Club is the team that will be resting in this round.
Meanwhile, the National Cup is scheduled to open on April 1 with the participation of 25 clubs (14 V-League teams and 11 First Division teams), competing in a knockout format. The prize money of the tournament has also doubled compared to last season, with 2 billion, 1 billion and 400 million VND for the first, second and third teams respectively.
Because there are 25 clubs (an odd number), the organizers have decided that 7 clubs will be given priority to be exempted from the first qualifying round, including 4 teams with the best results last season (including Hanoi, Thanh Hoa, HAGL, Thanh Hoa) and 3 randomly drawn clubs including Phu Tho, Ha Tinh and Saigon.

Because Can Tho Club did not participate because they could not find a sponsor, the 2023 National First Division (V.League 2-2023) has 11 participating teams including: Ba Ria - Vung Tau, Binh Phuoc, Binh Thuan, Hoa Binh, Hue, Long An, PVF - People's Police, Phu Dong, Phu Tho, Quang Nam, Saigon. (PVF People's Police is the new name of Pho Hien Club.)
