In every story about attracting investment, the issue of investment in infrastructure construction in general and transport infrastructure in particular is never separate. In the NSK - one of the four development quadrangles of the province, investment in the construction of synchronous, modern and regionally connected transport infrastructure is of particular importance. Resolution No. 58-NQ/TW dated August 5, 2020 of the Politburo on "construction and development of Thanh Hoa province to 2030, with a vision to 2045" states: "Continue to invest synchronously and complete essential infrastructure works in the NSK, soon turning this area into one of the key urban - industrial and coastal service centers of the country".
From 2021 to present, the foreign traffic infrastructure of the Economic Zone has been completed and put into use by the Ministry of Transport (after the merger with the Ministry of Construction) with many key works and projects (DA) such as: Expressway
North - South section through the NSK (phase 1), scale of 4 lanes; Project to invest in construction of works to renovate and upgrade shipping channels to ports in the South Nghi Son area; coastal road section from Quang Xuong - Tinh Gia (now Nghi Son town) under the project to invest in construction of coastal road section Hoang Hoa - Sam Son and Quang Xuong - Tinh Gia...
Along with the external traffic infrastructure, the Management Board of the Economic Zone and Industrial Parks, the Management Board of the Investment and Construction Projects of the Economic Zone and Industrial Parks, and the People's Committee of Nghi Son Town are the investors of many works and projects. Some works and projects have been completed and put into use such as: Road from National Highway 1A to the starting point of East-West Road 4 to Nghi Son Port; Improvement of Tuan Cung River; North-South Road 2; East-West Road connecting North-South Road 1B with North-South Road 3... Many essential infrastructure works and key investment projects are being accelerated such as: Road from National Highway 1A to the starting point of East-West Road 4 to Nghi Son Port; East-West 1 extension - Economic Zone; Investment in construction of main traffic routes in the West - Economic Zone; Comprehensive development of dynamic urban areas - sub-projects of Tinh Gia urban area, Thanh Hoa province; Road connecting North-South Expressway, National Highway 1A to Nghi Son Port...
In addition, projects using additional central budget revenue sources with the goal of reinvesting in the province as stipulated in Resolution No. 37/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Thanh Hoa province are being focused on and implemented by the Management Board of the Economic Zone and Industrial Parks, the Management Board of Investment and Construction Projects in the Economic Zone and Industrial Parks, etc. In the first quarter of 2025 alone, the Management Board of the Economic Zone and Industrial Parks submitted for appraisal the construction design to implement 5 projects in the above category, namely: Construction and completion of the coastal road (section connecting Highway 513 with the port areas south of the Economic Zone); Investment in the construction and completion of the East-West 2 route; Investment in the construction and completion of the East-West route...
These days, on the construction route of the North-South Expressway Project, National Highway 1A to Nghi Son Port, the Management Board of the Investment and Construction Project of the Economic Zone and Thanh Hoa Industrial Parks has been increasing the number of officers and engineers to the construction site to direct and supervise the technical and quality of each project item. Coordinate with functional departments, local authorities where the project passes through and contractors to resolve difficulties and problems. Mobilize people to agree, promptly complete site clearance work, create favorable conditions for the construction unit to ensure progress and quality.
The project started construction in February 2024, and is scheduled to be completed after 27 months. This is a large, key project in Nghi Son town. The project includes 2 routes, of which route 1 is provincial road 512, from National Highway 1 to Tho Xuan - Nghi Son road, 10.3 km long, passing through wards and communes of Nghi Son town and Nong Cong district. Route 2 is Nghi Son - Bai Tranh road, from Ho bridge to the intersection with the North - South expressway, 3 km long, in Nghi Son town.
Mr. Nguyen Viet Khoi - Head of Technical - Appraisal Department (Management Board of Investment and Construction Projects in the Economic Zone and Industrial Parks of Thanh Hoa), said: “The project put into use is very important in connecting the regions in the region, forming an external traffic route directly connecting with National Highway 1 and the North - South Expressway. After completion, the project will shorten the travel time between the western districts of the province and the Economic Zone, ensuring the transportation of goods and passengers, forming a complete traffic network connecting the North - South Expressway, Nghi Son - Tho Xuan road and regional routes with Tho Xuan Airport, Nghi Son Seaport. At the same time, creating convenient traffic for industrial parks along the route, increasing connectivity of coastal tourism. The Board has been focusing on directing units to deploy solutions to overcome difficulties, speed up construction progress, complete the project earlier than planned, striving to put it into use by the end of 2025".
At the construction site, contractors are mobilizing machinery, materials, and human resources to speed up the construction progress on the handed-over site with a determined spirit, enthusiastic and responsible working spirit. The results so far have basically completed 4km of traffic roads; paved more than 2km of asphalt concrete; digging and lowering the mountain foundation in Anh Son commune; constructing horizontal drainage culverts; basically completing 4/7 bridges on the route. Particularly, the railway overpass and National Highway 47B have completed over 55% of the volume... By early April 2025, the construction units of the North-South Expressway and National Highway 1A connecting route to Nghi Son Port have reached about 40% of the total volume to be constructed.

Hoang Tuan Company Limited is the unit in charge of constructing 7km of route No. 1, the North-South Expressway and National Highway 1A connecting road project to Nghi Son Port. Mr. Nguyen Xuan Hung, the technical officer in charge of the North-South Expressway and National Highway 1A connecting road project to Nghi Son Port (Hoang Tuan Company Limited) shared: “During the construction process, the unit encountered certain difficulties such as: The project has complex geology, weak ground, and had to dig the roadbed through the mountain. The first section of the route (intersection with National Highway 1) has a densely populated residential area, so the progress of site handover is not guaranteed, affecting the progress of the entire route. On the route, the locations to open the construction site are difficult because there is only one single road”.
Although the project is being implemented in a context of many difficulties and challenges, Hoang Tuan Company Limited has closely coordinated with the investor and local authorities, and flexibly implemented solutions to overcome them, ensuring the goals. Up to now, the unit has completed about 45% of the contracted volume. Of which, the unit has paved the first layer of asphalt concrete for 1.6km. The unit is focusing on constructing the roadbed from Km1+400 to Km1+800; is digging the foundation through the mountain. The bridge construction on the route is basically complete...
Efforts in infrastructure investment in general, and transport infrastructure in particular, have contributed significantly to promoting investment attraction in the Economic Zone. Since the beginning of the year, the Economic Zone Management Board and Industrial Parks have chaired and coordinated with sectors and units to welcome 4 delegations of foreign investors and 5 delegations of domestic investors to explore investment opportunities; appraised dossiers, issued new investment registration certificates for 3 projects; 9 projects registered for capital increase adjustment. To date, the Economic Zone has attracted 337 projects, including 312 domestic investment projects with a total registered investment capital of 170,269 billion VND, realized capital of 78,133 billion VND and 25 foreign investment projects with a total registered investment capital of 12,831 million USD, realized capital of 12,724 million USD...
Infrastructure investment in the Nghi Son Economic Zone, especially synchronous transportation, is creating a strong attraction for domestic and foreign investors, contributing to Thanh Hoa province's strong development. This is the leading socio-economic development strategy to turn Nghi Son into the province's leading economic center, gradually turning Thanh Hoa into a new growth pole, together with Hanoi, Hai Phong, Quang Ninh to become a development quadrangle in the North in the spirit of Resolution No. 58-NQ/TW dated August 5, 2020 of the Politburo on building and developing Thanh Hoa province to 2030, with a vision to 2045.
