On February 16, the Inspectorate of Hiep Duc district (Quang Nam province) concluded a surprise inspection of the joint project of raising chickens for meat on biological bedding in Binh Lam commune (Hiep Duc district) according to the Resolution of the Provincial People's Council.

According to the conclusion, in 2023, Binh Lam commune will be the investor to implement the national target program on new rural construction on the project of linking chicken farming for meat on biological bedding to create stable income and improve people's lives.
Project beneficiaries are poor households, near-poor households, newly escaped poverty households, ethnic minority households, people with revolutionary contributions, and people with disabilities.
During the implementation process, the People's Committee of Binh Lam commune did not survey and select participants according to regulations, and did not publicize information so that people could participate...
According to the inspection conclusion, 10 households in Binh Lam commune were given 3,300 breeding chickens, with a total investment of more than 144 million VND.
All 10 households that received chickens were the wrong recipients, did not meet the conditions, or were not in accordance with the initially approved plan.
Notably, a case of receiving the wrong chickens was Ms. Nguyen Thi H - sister-in-law of Mr. Nguyen Huu Son, Chairman of the People's Committee of Binh Lam Commune. Ms. H was given 330 chickens.
Hiep Duc District Inspectorate determined that Ms. H is not a poor household, near-poor household, newly escaped poverty household, ethnic minority household, person with revolutionary contributions, or disabled person, so she is not a priority subject to participate in the project. Ms. Hien's household does not have land to build a barn.
Ms. H's name was on the project description list approved by the district, but the list of recipients of the offspring was the name of Ms. Nguyen Thi N - Mr. Son's biological mother and in the same household.
Through actual verification, the barn and chickens raised at Ms. N's house were not guaranteed and did not have biological bedding as prescribed.
According to the Inspectorate of Hiep Duc district, the above limitations and shortcomings are the responsibility of Mr. Nguyen Huu Son, Chairman of the Commune People's Committee; Mr. Ngo Ngoc Khanh, Vice Chairman of the Commune People's Committee and Ms. Nguyen Xuan Dinh, Finance - Accounting Officer of Binh Lam commune.
In particular, Mr. Son, although knowing that his family members were not priority subjects and did not meet the conditions to implement the project according to regulations, still agreed to support, causing bad public opinion among officials, civil servants, and people in the area.
Hiep Duc District Inspectorate requested the Chairman of Binh Lam Commune People's Committee to pay more than 144.2 million VND to the district budget due to illegal project payments.
At the same time, the People's Committee of Hiep Duc district is requested to direct the district's Department of Internal Affairs to consider handling Mr. Son's responsibilities.
