The Nghe Tinh Vi and Giam Folk Song Festival in 2023 is organized to fulfill commitments in implementing tasks and solutions to protect Nghe Tinh Vi and Giam Folk Songs after 9 years (from 2014 - 2023) being recognized by UNESCO as an Intangible Cultural Heritage. At the same time, continue to find solutions to continue preserving and promoting values in the following years, affirming the eternal value of the heritage.
Thereby, honoring artisans in the field of intangible cultural heritage who have made important contributions to preserving and transmitting the unique cultural heritage of Nghe An. Continuing to promote and introduce the unique quintessence of Nghe Tinh Vi and Giam folk songs in particular and the history and traditional culture of Nghe An countryside in general; arousing pride, raising awareness of responsibility for preserving and promoting the value of cultural heritage among all classes of people.

The 2023 Nghe Tinh Vi and Giam Folk Song Festival with the theme “Vi and Giam - Shining Essence” is an opportunity for Nghe Tinh Vi and Giam Folk Songs to converge and shine, affirming the richness and diversity of the Vi and Giam Folk Song heritage. At the same time, it demonstrates the meeting, exchange, connection and spread of this art form between regions, areas and localities.
The 2023 Nghe Tinh Vi and Giam Folk Song Festival is organized by the People's Committee of Nghe An province and chaired by the Department of Culture and Sports of Nghe An. In addition, there is coordination from the Department of Performing Arts, the Department of Grassroots Culture (Ministry of Culture - Sports and Tourism); the Department of Culture - Sports and Tourism of Ha Tinh and the Mass Art Troupes of provinces and cities participating in the Forum and Folk Song Festival of the 3 regions held in Nghe An.

The event will take place from July 26 to August 5, 2023 in Vinh city and some districts and towns in Nghe An and Ha Tinh provinces; it is expected to open on the night of July 28, 2023 at Ho Chi Minh Square (Vinh city) and will be broadcast live on VTV.
The 2023 Nghe Tinh Vi and Giam Folk Song Festival will be organized at the cluster level, including Vi and Giam Folk Song Clubs of districts and cities and the 5th Nghe An - Ha Tinh inter-provincial festival with the theme "Two banks of Vi and Giam". In addition, there will be tours in some localities in Nghe An and Ha Tinh provinces; the Marathon "Journey to the Vi and Giam region"; and the Street Festival "Colors of heritage regions"./.
