Due to the influence of the El Nino phenomenon, causing severe heat, drought and water shortages, hydroelectric reservoirs are seriously affected, leading to the risk of power shortages.

The water level of the lake has dropped to near the dead water level (by May 11, 2023, all 12/12 large hydroelectric reservoirs in the Northern region have very poor water flow, reaching only 50% of the average of many years. In the remaining areas, the water flow also only reaches an average of 70% of the average of many years, causing a serious water shortage for hydroelectric reservoirs).

In addition, the demand for electricity is increasing, especially during the hot seasons, May, June, July (May 6, 2023, although it was a weekend and right after the April 30 - May 1 holiday, the national power system load increased to a new record of ~895 million kWh (highest since the beginning of the year and up 12.34% compared to the same period in May 2022), the maximum power consumption reached 43,300 MW (highest since the beginning of the year and up 9.12% compared to the same period in May 2022).

EVNSPC calls on people and customers in 21 southern provinces to increase the use of electricity economically and efficiently during the 2023 dry season.

To ensure the safe operation of the national power system, Vietnam Electricity (EVN) requires the National Power System Dispatch Center (A0) to forecast and announce available sources weekly so that Power Corporations can deploy solutions to ensure efficient, economical and safe power supply before the peak of the dry season and the transition from the dry season to the rainy season.

EVNSPC implements many solutions to regulate power supply to ensure power system security.

The risk of water shortages during the remaining dry season is forecast to be serious. Meanwhile, the demand for electricity is on the rise, especially during the hot seasons and May, June and July this year.

With a serious and urgent spirit of implementing Directive No. 20/CT-TTg dated May 7, 2020 on enhancing electricity saving in the period of 2020 - 2025 and Official Dispatch No. 397/CD-TTg dated May 13, 2023 on proactively implementing urgent measures to respond to the risk of heat, drought, water shortage, and saltwater intrusion of the Prime Minister , EVN has a document requesting the People's Committees of provinces and centrally-run cities to pay attention to directing the work of using electricity economically and effectively in the area.

At the same time, EVNSPC also sent a document to the People's Committees of 21 provinces and cities in the Southern region to direct the work of using electricity economically and effectively in the area.

Specifically, promote communication about the difficult situation in electricity supply in 2023 on local mass media so that organizations, agencies, businesses and people know, share difficulties and increase electricity saving practices.

Strengthening solutions on electricity saving and voluntary non-commercial electricity load adjustment (DR). In which, administrative units save 10% of monthly electricity consumption compared to the same period; schools, hospitals, clinics, health stations, nursing homes save 5% of monthly electricity consumption compared to the same period; public lighting units (PS) apply measures to save 50% of monthly electricity consumption compared to the same period; restaurants, hotels, commercial service establishments, office complexes and apartment buildings reduce 50% of outdoor advertising lighting capacity at night, comply with regulations on economical and efficient lighting, be ready to cut and reduce electricity demand upon notification from local electricity units in case of power shortage.

Direct/notify industrial production customers, especially customers with large electricity consumption, to implement voluntary load adjustment (DR) programs according to Circular No. 23/2017/TT-BCT dated November 16, 2017 of the Ministry of Industry and Trade when notified by the electricity unit.

In addition, strengthen communication work for households using electricity for daily life so that they proactively reduce consumption and do not set air conditioning temperature below 26°C.

Regularly monitor the website https://sudungdien.evn.com.vn to update information on monthly/yearly electricity consumption of public administrative agencies, public service providers, and key energy-using facilities to manage electricity saving activities in the area.
