In addition, four other violations of Vietnam Electricity Group (EVN) were also clearly stated by the Ministry of Industry and Trade in the inspection conclusion announced on the morning of July 12. These are:

Slow investment, completion of power sources and grids; Slow troubleshooting of generators of some thermal power plants reduces the ability to supply electricity.

Failure to strictly comply with Directive No. 29/CT-TTg of the Prime Minister, Decisions, Directives, and directives of the Minister of Industry and Trade on electricity supply plans and fuel supply charts for electricity production leads to passivity in preparing power sources and reducing energy security reserves.

Dispatching and operating the power system is unbalanced in mobilizing different types of power sources at different times.

To interrupt electricity supply on a large scale, especially in the Northern region from the second half of May to mid-June 2023, suddenly and without warning, causing public outrage, affecting people's lives, production and business activities and the investment attraction environment.

From the above-mentioned shortcomings, limitations, shortcomings and violations, the Ministry of Industry and Trade has proposed and requested:

The State Capital Management Committee at Enterprises (according to the State management hierarchy) directs, organizes reviews, clarifies responsibilities and strictly handles or recommends handling according to Party regulations and State laws for the EVN Board of Members and related individuals.

EVN Group directs, organizes review, clarifies responsibilities and strictly handles or recommends handling according to Party regulations and State laws for the Board of Directors, Advisory Boards, member units and related individuals and collectives.

The Vietnam National Coal - Mineral Industries Group and the Vietnam Oil and Gas Group directed the Electricity Corporation - TKV and the Vietnam Oil and Gas Power Corporation to organize a review, clarify responsibilities and handle or propose strict handling according to the Party's regulations and the State's laws for relevant violating collectives and individuals.

The Electricity and Renewable Energy Authority, the Electricity Regulatory Authority, the Department of Industrial Safety Techniques and Environment, and the Department of Oil, Gas and Coal shall seriously review and draw profound lessons from the performance of inspection and supervision functions in assigned fields, and take disciplinary action against groups and individuals with violations (if any).

The Ministry of Industry and Trade requests the Vietnam Electricity Group, the Vietnam Oil and Gas Group, the Vietnam National Coal and Mineral Industries Group and relevant units to seriously implement measures in the management and operation of electricity supply stated in the inspection conclusion, proactively overcome shortcomings, promptly limit them, and prevent power shortages and power cuts in the coming time.

Previously, in the face of widespread power supply disruptions, especially in the Northern region from late May to mid-June 2023, strictly implementing the Prime Minister's direction in Official Dispatch No. 517/CD-TTg dated June 6, 2023, the Minister of Industry and Trade established an extraordinary specialized inspection team on the management and operation of power supply of EVN and related units (from January 1, 2021 to June 1, 2023) and established a Team to supervise inspection activities.

The inspection team needs to clarify the supply and proactive provision of fuel for power plants; operation of the power system; mobilization of power sources in terms of technology and fairness; power transmission issues; and mobilization of transitional renewable energy sources.

During nearly a month of urgent and serious work in accordance with the legal procedures on inspection, the Inspection Team has completed the contents according to the outline and reported the inspection results to the Minister of Industry and Trade.
