German news agency DPA quoted Mr. Borrell as saying that the EU wants to train about 75,000 Ukrainian soldiers this year, higher than the previous target of 60,000.
According to international media, this EU official also said that the training process will be carried out outside of Ukraine, and a "small" scale coordination center may be established in Kiev.
Speaking to reporters after the EU Foreign and Defense Ministers' Meeting in Brussels (Belgium), High Representative Borrell emphasized: "The training must be shortened and adjusted to Ukraine's needs."
The EU has stepped up its commitment to help train Ukrainian soldiers as fierce fighting continues in the Eastern European country. However, on-the-job training for Ukrainian soldiers remains a contentious issue.
AFP news agency (France) quoted "EU diplomatic sources" as saying that some countries, including Estonia, France and Sweden, support on-site training for Ukrainian soldiers, but other countries such as Hungary do not want any European military presence, even training experts, in the Eastern European country that is in conflict with Russia.
In another development related to Ukraine, on August 30, the Corriere della Sera newspaper reported that Italian Foreign Minister Antonio Tajani announced on the sidelines of the EU Foreign Ministers and Defense Ministers' Conference that Kiev is not allowed to use weapons provided by Rome to attack Russian territory.
He stressed that Italy still maintains its stance on weapons supplied to Ukraine, and that both Rome and the North Atlantic Treaty Organization (NATO) "have no conflict with Moscow".
"We are sending mainly defensive weapons and are now planning to send a new Samp-T system, which is defensive in nature and cannot be used on Russian territory," said Foreign Minister Tajani.
