Commune X in District A has ranked last in the district for two consecutive years in terms of administrative reform index. Immediately after the results were announced, the Standing Committee of the Commune Party Committee held a meeting to review the situation and find solutions to overcome the shortcomings in 2024. At the meeting, the Deputy Secretary of the Party Committee and Chairman of the Commune People's Committee spoke, clarifying some of the reasons for the limitations:

- Reporting to you all, the reasons why the handling of administrative procedures at the commune level is still limited are due to the lack of modern and outdated facilities and equipment at the "one-stop" service center, and slow internet speeds. The level and capacity of information technology among some officials and employees are still limited and have not kept up with the requirements of the job...

The Party Secretary of the commune raised his hand to signal the Chairman of the People's Committee to stop speaking. "Excuse me for interrupting the Chairman, but comrades, today's meeting needs to focus on evaluating the subjective causes of our limitations. The reasons the Chairman mentioned are not wrong. But why is it that other communes in the district, under similar basic infrastructure conditions, are doing better than us?"

- I agree with the Party Committee Secretary's opinion. Even the district's assessment has pointed out some shortcomings stemming from our own subjective factors. The simplest example is the failure to properly post and publicize some administrative procedures at the commune level, which is our fault for not doing a good job. The limited level and capacity in information technology is also due to our commune officials and civil servants not proactively learning and understanding it.

The Party Secretary of the commune continued:

- To be frank, in the past, I and the Party Committee of the commune have not been truly consistent and decisive in directing the implementation of administrative reform tasks, especially in the area of ​​administrative procedure reform. In my opinion, this week, the commune will form a delegation to go to Commune B to learn from their methods and see why they have improved by nearly ten ranks on the district's administrative reform index ranking. Do you all agree?
