Many dedicated ideas have been proposed by cultural researchers to contribute to the development of Ha Tinh culture to match the tradition of the land of "spiritual land and talented people".
On the afternoon of June 19, the Department of Culture, Sports and Tourism of Ha Tinh province coordinated with the Vietnam Literature and Arts Association to organize a seminar "Outline of Vietnamese culture for the cause of building and developing Ha Tinh culture, literature and arts". The theme of the discussion program affirmed: culture is a field closely linked to all activities of social life. Realizing the particularly important role of culture, in 1943, General Secretary Truong Chinh started to build and draft the "Outline on Vietnamese culture".
With the “Outline on Vietnamese Culture”, for the first time the Indochinese Communist Party presented a document that was a cultural platform. The Party determined that the content, nature, and development orientation of the cultural revolution could only be associated with the national liberation revolution.
After 80 years of implementation, the “Outline of Vietnamese Culture” still has much value. This document has laid the foundation for building revolutionary cultural theory in Vietnam, and is a rallying flag, encouraging intellectuals and artists of the country to enthusiastically participate in the revolutionary cause led by the Party.

Promoting the values of the “Outline of Vietnamese Culture”, the work of preserving and promoting the traditional cultural values of Ha Tinh has achieved many successes. The spiritual and cultural life of the people is increasingly improved, many new cultural values are built, many bad customs are eliminated.
The team of artists is growing stronger and stronger, creating many valuable literary and artistic works; the work of preserving cultural heritage is of interest, many relics are invested in, embellished, and their values are well promoted; many intangible cultural heritages are honored by UNESCO.
Writer Duc Ban - Head of the Vietnam Writers Association in Ha Tinh: Leaders at all levels need to focus on training a team of cultural and artistic creators; have a policy of ordering artistic and cultural works to encourage the creativity of artists.
Besides the achieved results, Ha Tinh Culture sector still has many limitations such as: the cultural environment is not really civilized and healthy; the awareness and actions of society about the role and position of culture and people in the sustainable development of the homeland and country are sometimes, in some places, and in some aspects are not adequate.
Culture has not really been placed on par with socio-economic development. The investment budget for the cultural sector is still limited; investment in cultural institutions, especially at the grassroots level, still faces many difficulties. The provincial museum and the provincial traditional art theater have not yet been built, and the Ha Tinh City Cultural Center has not received the right investment...
Former Provincial Party Secretary Dang Duy Bau proposed ideas to preserve and promote the cultural traditions and people of Ha Tinh in the new era.
At the seminar, cultural researchers contributed many papers affirming the value of the 1943 “Outline of Vietnamese Culture”; the process of inheriting the outline and the achievements of the Ha Tinh Culture sector through the periods. At the same time, many ideas were proposed to make Ha Tinh culture increasingly develop in line with the tradition of the land of “spiritual land and talented people”.
Opinions also expressed concerns about a number of issues that the Ha Tinh cultural sector is still facing, such as: cultural potential in some localities and units in Ha Tinh has not been exploited and promoted to its full potential; the work of developing, collecting and preserving traditional cultural values such as festivals, folk songs, traditional musical instruments, etc. has not received attention.
Some historical and cultural relics are degraded and lost. Specialized fields such as performing arts, cinema, museums, and book publishing are facing difficulties. There is a shortage of reputable artists and managers; there are not many great literary and artistic works reflecting the construction and development of the homeland...
The Head of the Vietnam Folk Arts Association in Ha Tinh contributed a paper on "The role of artisans in the task of preserving cultural heritage".
At the seminar, Director of the Department of Culture, Sports and Tourism Bui Xuan Thap acknowledged and accepted the enthusiastic opinions and useful suggestions of the delegates; at the same time, affirmed that this will be the basis for the cultural sector to propose to higher levels to find solutions to remove limitations and obstacles in the cause of building and developing culture, literature and arts of the province.
