The nature of the planning area is a special national scenic area belonging to the World Cultural and Natural Heritage Trang An Scenic Landscape Complex; a tourist area with the potential to develop into a national tourist area. The planning objective is to preserve the outstanding global values ​​of the heritage, concretize the strategies and development orientations of Ninh Binh province, and implement Vietnam's commitment to UNESCO in the work of preserving and promoting heritage values. Heritage conservation is harmoniously combined with sustainable development, making Trang An Scenic Landscape Complex, Ninh Binh province one of the attractive tourist areas of Vietnam and the world, the driving force for the development of Ninh Binh province and the Northern Delta region. At the same time, it is necessary to determine the boundaries and delimit the protection area of ​​the relic; determine the functions and land use indicators for the areas; organize the space and arrange the technical infrastructure system in accordance with the stages of preserving and promoting the value of the relic; creating a legal basis for the implementation, approval and management of planning and projects; building mechanisms and policies, attracting investment resources, promoting the role of the community in the work of preserving, restoring and promoting heritage values.
