On the afternoon of October 29, Deputy Prime Minister Tran Hong Ha chaired a meeting to give opinions on the draft Decree detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety (Decree on Road Traffic Order and Safety); the draft Decree regulating road transport activities.

After listening to the opinions of the delegates, Deputy Prime Minister Tran Hong Ha suggested that the drafting agency supplement the tasks and responsibilities of educational institutions in organizing the teaching of legal knowledge on road traffic safety.
In particular, it is necessary to stipulate that schools must include safe motorbike driving skills in the criteria and regulations for evaluating students; and to bind the responsibility of families to only buy motorbikes when their children have been instructed in safe motorbike driving skills.
The Deputy Prime Minister requested the drafting agency to develop specific and clear criteria for the subjects and vehicles that are allowed to install and use priority vehicle signaling devices.
He assigned the Ministry of Information and Communications to coordinate the appraisal of regulations related to the traffic safety database in accordance with current legal regulations.
The Ministry of Transport is assigned to research and refer to the experiences of other countries to specify detailed signs and standards for identifying smart vehicles, to avoid the situation of "not knowing, not being able to manage, then banning"...
Regarding the fund to reduce damage caused by road traffic accidents, the Deputy Prime Minister emphasized that this is an important content, contributing to supporting victims and their families caused by road traffic accidents; organizations and individuals that help, treat, and take people who have been injured in road traffic accidents to the emergency room; and promoting the reduction of damage caused by road traffic accidents without State funding.
The Ministry of Public Security shall preside over and coordinate with ministries and branches to study, summarize, assess impacts, propose organizational models, operating regulations, financial sources to form funds, etc., and submit them to the Government for promulgation of a Decree.
Promote the development of public passenger transport
Reporting on the draft Decree regulating road transport activities, Deputy Director of the Vietnam Road Administration Phan Thi Thu Hien said that the Decree regulates business, business conditions and the granting and revocation of business licenses for transport by automobiles and 4-wheeled motor vehicles; the granting and revocation of badges; internal transport activities by automobiles and 4-wheeled motor vehicles...
The draft decree has added regulations on agreed trip fares, passenger transport business; passenger and cargo transport by 4-wheeled motor vehicles; granting transport business licenses for transport businesses, internal transport activities by cars, 4-wheeled motor vehicles; badges for transport business units, 4-wheeled motor vehicles; management of vehicles, units operating internal transport by cars, 4-wheeled motor vehicles, etc.

Some of the revised regulations are: Written transportation contracts must be negotiated and signed before carrying out transportation activities; age limit of automobiles used for transportation business; passenger transportation business units under contracts for transporting students, staff and workers to school and work; registration procedures, stopping operation of fixed passenger transportation routes, etc.
Regarding the new type of passenger transport business, the drafting agency has added management regulations for the type of transport business using open-top double-decker buses serving tourists.
Requesting the drafting agency to review and fully absorb the opinions raised at the meeting, the Deputy Prime Minister noted that regulations on managing road passenger transport activities need to pay attention to the allocation of stations, pick-up and drop-off points, and frequency of trips convenient for people.
At the same time, it is necessary to focus on the monitoring, management and supervision role of authorities on the compliance of transport businesses and means of transport; there should be more support policies to promote the development of public passenger transport...
