(To Quoc) - On December 19, the Ministry of Culture, Sports and Tourism held a conference to evaluate the implementation of Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo on developing tourism into a spearhead economic sector and implementing the 2017 Tourism Law. The conference took place in person in Hanoi and online to 58 locations nationwide with the participation of representatives of the Central Economic Committee, the National Assembly Office; representatives of leaders of agencies under the Ministry of Culture, Sports and Tourism, the Vietnam National Administration of Tourism; Departments of Tourism management of some localities, Tourism promotion information centers, Vietnam Tourism Association, tourism training schools, experts, scientists, tourism businesses... To make tourism truly become a spearhead economic sector . Speaking at the opening of the conference, Deputy Minister Ho An Phong emphasized that Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo on developing tourism into a spearhead economic sector and implementing the 2017 Tourism Law are very important policies and orientations of the Party and State for tourism development. After more than 7 years of implementation, this is the right time to conduct an initial assessment of the implementation of Resolution No. 08-NQ/TW and the enforcement of the 2017 Tourism Law, and to advise leaders at all levels on an overall assessment of the implementation of Resolution 08 as well as the enforcement of the Tourism Law. From there, continue to propose the Party's policies and viewpoints on tourism development, so that tourism can truly become a spearhead economic sector.

Deputy Minister Ho An Phong said that in 2024, overcoming many difficulties and challenges, Vietnamese tourism has developed strongly to achieve the set goals and targets. Up to this point, Vietnamese tourism has reached 17.5 million international visitors, an increase of 38.9% over the same period in 2023; domestic visitors are estimated at 110 million, an increase of 1.6% over the same period in 2023. Total revenue from tourists is estimated at about 840 trillion VND, an increase of 23.8% over the same period in 2023. In addition, Vietnamese tourism has also won many international awards. In the 10 typical cultural, sports and tourism events in 2024, there are 5 tourism events and tourism-related events voted into this list. At the Conference, reporting on the implementation of Resolution 08 and the implementation of the 2017 Tourism Law, Deputy Director of the Vietnam National Administration of Tourism Pham Van Thuy said that after more than 7 years of implementing Resolution 08-NQ/TW, Vietnam Tourism has achieved some remarkable results, the number of international tourists has continuously grown at a high rate. The awareness of tourism in the whole society has changed positively. The position of the tourism industry in socio-economic development has been shaped. Up to now, tourism is a bright spot in the socio-economic development of the country. The growth of the industry has had a spillover effect on many other industries and fields; creating economic restructuring, boosting exports, contributing to hunger eradication and poverty reduction, improving living standards, improving the appearance of urban and rural areas; preserving and promoting national cultural values. As a comprehensive service economic sector, with high interdisciplinary and socialization characteristics, the development of tourism in recent times has also contributed to promoting the development of other sectors and fields.

Tourism contributes to creating sustainable livelihoods, increasing income, gradually improving the quality of life for people, especially communities living in tourist areas, tourist spots and people living in rural areas, mountainous areas, remote areas, islands participating in community tourism in many forms. In addition, tourism also has an important position and role in environmental protection. Developing tourism in the direction of green growth, eco-tourism, forming green tourism products and services, close to nature, friendly to the environment will actively contribute to reducing greenhouse gas emissions. According to Deputy Director Pham Van Thuy, the goal of developing tourism into a key economic sector requires a correct awareness of the role and position as an economic sector, operating under market mechanisms, the participation of many sectors, the participation of the business community, and the mobilization of social resources. However, at present, the awareness of local sectors and levels about the task of developing tourism into a spearhead economic sector is still uneven. Inter-sectoral and inter-regional coordination is not synchronous, irregular and not close in both awareness and action, not meeting development requirements. Many localities with potential and space to develop tourism still lack a clear direction for development, many localities do not have full potential but still orient tourism development to become a spearhead economic sector, leading to a situation of scattered investment, inefficiency, causing waste.

Mr. Pham Van Thuy said that the goal by 2025 is for the tourism industry to fully recover to pre-pandemic levels. Vietnam will become an attractive destination with high tourism development capacity globally. Striving to welcome 18 million international visitors; 130 million domestic visitors, maintaining a domestic visitor growth rate of 8-9%/year. Directly contributing 6-8% to GDP. By 2030, tourism will be a key economic sector, increasing its contribution to GDP, developing towards green growth. Vietnam will become an attractive destination with the world's leading tourism development capacity, basically meeting the requirements and goals of sustainable development. Welcoming 35 million international visitors, with a growth rate of 13-15%/year; welcoming 160 million domestic visitors, with a domestic visitor growth rate of 4-5%/year. Directly contributing 10-13% to GDP. State management of tourism has been implemented synchronously by all levels and sectors. Regarding the results of implementing the 2017 Tourism Law, Deputy Director Pham Van Thuy said that after the 2017 Tourism Law and related guiding documents were issued, in order to specify the provisions of the Tourism Law, at the local level, departments, branches and sectors have advised the Provincial People's Committee to issue decisions, guiding documents, programs, plans and projects to effectively implement tourism development tasks. The tourism sector always focuses on and pays attention to directing the effective implementation of the work of inspecting, reviewing and systematizing legal documents, guiding the implementation of the Tourism Law and other relevant documents. The inspection of the implementation of laws in the tourism sector aims to evaluate the work of advising on the development and submission to competent authorities for promulgation of legal documents, and the work of inspecting legal documents in the tourism sector. At the same time, monitor the implementation of legal regulations in the tourism sector every year to objectively assess and recommend appropriate solutions, ensuring the effectiveness and efficiency of state management, while being consistent with reality. In addition, state management of tourism has been implemented synchronously by all levels and sectors with solutions, removing difficulties and obstacles, contributing to strongly improving the investment and business environment, creating openness, transparency, and attracting investors to the tourism sector. Based on the legal regulations of the 2017 Law on Tourism and other relevant regulations, localities have issued many documents and preferential policies to attract investment in tourism. Making tourism one of the leading industries in the era of development At the Conference, delegates spoke and exchanged relevant opinions to clarify the advantages, difficulties, achievements and shortcomings, and limitations in the process of implementing Resolution No. 08-NQ/TW and implementing the 2017 Tourism Law. At the same time, they proposed recommendations and solutions to improve institutions, contributing to truly developing it into a spearhead economic sector as the goal of Resolution 08.

Concluding the Conference, Deputy Minister Ho An Phong once again emphasized the importance of Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo on developing tourism into a spearhead economic sector and the 2017 Tourism Law. "In the history of tourism development, Resolution No. 08-NQ/TW and the 2017 Tourism Law have created a great policy, with breakthrough significance, creating a very strong transformation of Vietnam's tourism. Resolution No. 08-NQ/TW and the 2017 Tourism Law have changed the perception and enhanced the position of tourism", the Deputy Minister affirmed. Thanking the comments at the conference, the Deputy Minister hoped to receive more comments from experts, businesses, localities... to perfect the documents, bringing Vietnam's tourism to develop in accordance with the new context of the country. According to Deputy Minister Ho An Phong, our country is entering a new era, an era of growth, and the tourism industry has enough foundation and conditions to become one of the leading industries in the new era. "We have the foundation in terms of resources and human resources. If we focus synchronously and unify awareness and action throughout the country, we have enough foundation to affirm that tourism is one of the leading industries in the era of growth of the nation," the Deputy Minister affirmed./.
