The Ministry of Education and Training has just announced a draft circular regulating the determination of enrollment targets for universities and colleges in preschool education.
Adjust accordingly
According to the Ministryof Education and Training, the draft circular was developed based on a new approach from Circular 17/2021/TT-BGDDT of the Minister of Education and Training promulgating regulations on training program standards; developing, appraising and promulgating training programs for all levels of higher education and Circular 01/2024.
Commenting on the new points in the draft circular, Dr. Nguyen Trung Nhan - Head of Training Department of Ho Chi Minh City University of Industry - said that the school highly agrees with the content of the new points in this draft.
"Determining the maximum training capacity with a coefficient of 40 students/lecturer ensures consistency with Circular 01 on university education standards. This regulation helps schools not to worry every time they determine the rate of calling candidates because they are afraid that recruiting more than 3% will be severely punished like before," said Mr. Nhan.
Similarly, MSc. Pham Thai Son - Director of the Admissions and Communications Center of Ho Chi Minh City University of Industry and Trade - also said that the regulations in the draft are very good because they help schools avoid "fear of exceeding quotas" due to difficult enrollment in majors.
"With the current regulations, the actual recruitment does not exceed the announced quota, causing many difficulties for schools in recruiting and attracting quality candidates. The new regulations will help schools be flexible in determining quotas, thereby selecting candidates with higher scores or who really want to study at the school," Mr. Son affirmed.
Master Cu Xuan Tien, Head of Admissions and Student Affairs Department of the University of Economics and Law (Ho Chi Minh City National University), commented: "All the new points in this draft circular are reasonable and necessary. Notably, the draft allows training institutions to enroll no more than 20% of the announced quota.
In my opinion, this draft only makes it clearer than the previous regulations and will help schools avoid having to explain to the Inspectorate of the Ministry of Education and Training when recruiting beyond their quota but still below their training capacity. In case of recruiting beyond their training capacity according to regulations, it is normal to be punished."
Ensuring school initiative
According to Dr. Nguyen Quoc Anh - Vice Principal of Ho Chi Minh City University of Technology, this draft circular has many more detailed regulations in determining targets related to training capacity and facilities to improve the quality of enrollment and training.
Allowing training institutions to recruit students in accordance with announced quotas, ensuring that the actual number of students recruited for each major, group, level and training form does not exceed 20% is very appropriate and also helps schools overcome difficulties in accurately determining the annual enrollment rate.
According to Mr. Nguyen Quoc Anh, determining quotas according to the training capacity of each group of majors requires schools to ensure the best arrangement of teaching staff with appropriate expertise, more closely related to the training industry.
In addition, training institutions must also pay more attention to ensuring the quality of teaching, career guidance and student care, demonstrated by limiting the increase in enrollment quotas when the first-year dropout rate is higher than 15%.
MSc. Le Van Hien - Head of Training Department, Ho Chi Minh City University of Law - completely agrees with the regulation of determining quotas according to the training capacity of each training group.
This is to ensure the initiative of training institutions in adjusting enrollment quotas between majors when the number of candidates registering for admission is not as initially expected.
Positive change
Experts believe that adjusting the regulations in the draft circular to remove the restriction on increasing enrollment quotas for majors with low enrollment rates and adding regulations to limit the increase in enrollment quotas for schools with a dropout rate of more than 15% in the first year is a positive change. Because this is also a criterion for assessing the quality and reputation of the school.
The new regulation helps to simplify and unify the way of calculating enrollment quotas between levels and training forms, making it easier for schools to comply without having to differentiate in detail by level and training field as before.
6 new highlights
1. Training institutions must determine separate quotas for each branch and main training headquarters (not currently required).
2. Adjust regulations on criteria for determining enrollment quotas, in which enrollment quotas are determined based on converted learners for all levels/training forms based on the maximum training capacity of lecturers (40 converted learners/lecturer) and construction area for training (2.8m2/converted learner).
3. Determine the target according to the training capacity of each training group and for university level, in addition to the majors in the teacher training group, it must be determined by each major. The draft adds the group of Vietnamese language, literature and culture; foreign language, literature and culture are majors that require different foreign language capacity (currently only required for teacher training majors).
4. Remove the regulation restricting the increase in university enrollment quotas for cases where the actual enrollment rate is lower than 70%, and add a regulation restricting the increase in university enrollment quotas for cases where the first-year dropout rate is higher than 15%.
5. Allow schools to conduct enrollment in accordance with announced quotas, ensuring that the actual enrollment number of each major, group of majors, level and training form does not exceed 20% of the announced quota, but must ensure training capacity according to regulations.
6. Adjust and supplement a number of regulations to simplify the process and forms for determining and implementing quotas to create conditions for training institutions to be more proactive in enrollment work, from determining and adjusting quotas to reporting the results of implementing quotas.
