Reporting at the meeting, Chairman of the National Assembly's Defense and Security Committee Le Tan Toi said that during the discussion of the draft law, regarding state management of road activities, the majority of opinions agreed with the provisions of the draft law.
Some opinions proposed to stipulate that the Road Inspectorate force is allowed to stop vehicles to handle and prevent violations of road infrastructure protection; some opinions proposed to clearly stipulate that the Road Inspectorate force does not conduct inspections of training, testing, granting of driving licenses, and vehicle inspection activities in the People's Public Security and the People's Army.

Further elaborating on this issue, Chairman of the National Defense and Security Committee Le Tan Toi said that the National Assembly Standing Committee accepted the opinions of the delegates and added a provision in Clause 2, Article 83 of the draft law to ensure consistency with the draft Law on Road Traffic Order and Safety; because the inspection of training, testing, granting of driving licenses and vehicle inspection in the People's Army and the People's Public Security forces is carried out by the Ministry of National Defense and the Ministry of Public Security.
In addition, regarding the proposal to regulate whether or not the Road Inspectorate can stop vehicles for handling, Chairman of the National Defense and Security Committee Le Tan Toi stated: To ensure consistency, avoid overlapping functions and tasks between the Traffic Police force and the Road Inspectorate force, and avoid inconvenience to traffic participants when there are many forces with the authority to handle violations on the road, the draft law stipulates that the Road Inspectorate performs specialized inspection functions, does not conduct inspections or handle violations on the road, and only handles responsibilities through "static" traffic points, through the database; while patrolling and handling on the road is carried out by the Traffic Police force.
Therefore, it is proposed that the National Assembly keep the draft law as submitted by the Government (Article 83 of the draft Road Law).
No vehicle inspection in the People's Police and People's Army
Article 83 of the draft Road Law stipulates on Road Inspection:
1. Road inspectors are responsible for inspecting, examining, and handling violations in the implementation of legal regulations on road infrastructure; road transport at transport units, bus stations, parking lots, rest stops, and units providing transport support services.
2. Road inspectors are responsible for inspecting, examining, and handling violations of the implementation of legal provisions on training, testing, and licensing of road motor vehicles; technical safety and environmental protection inspection of motor vehicles, except for training, testing, licensing, technical safety and environmental protection inspection of vehicles of military and police forces performing defense and security tasks according to the provisions of law on road traffic order and safety.
3. Perform other tasks as prescribed by law on inspection and other relevant legal provisions.
