expected to consider and pass 13 thematic resolutions implementing the Law on the Capital

Kinhtedothi - On November 19, the Hanoi People's Council will hold a special session (19th session) of the 16th term, 2021-2026 term to review and promulgate contents to implement the Law on the Capital and other contents under the authority of the City People's Council.

Regulations on additional income for cadres, civil servants and public employees

Accordingly, it is expected that at this session, the City People's Council will consider and approve 13 legal resolutions and 3 individual resolutions. In particular, the legal resolutions include: regulations on criteria for establishment and organization of committees of the People's Councils of districts, towns and cities under the City; the title of Honorary Citizen of the Capital; establishment, reorganization and dissolution of specialized agencies and other administrative organizations under the City People's Committee and under the People's Committees of districts, towns and cities under the City.

Resolution on the order and procedures for establishing and dissolving public service units under the Hanoi People's Committee; regulations on the authorization of the People's Committee and the Chairman of the People's Committee at the commune level to civil servants under the People's Committee at the commune level in Hanoi; regulations on fixed-term contracts to undertake a number of job positions in specialized professional groups, shared professional skills in specialized agencies and other administrative organizations under the City People's Committee and under the People's Committees at the district level.

The meeting also considered and approved the Resolution on Regulations on decentralization and authorization for public service units and heads of public service units under Hanoi City; regulations on additional income for cadres, civil servants and public employees working in State agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations and public service units whose regular expenditures are fully guaranteed by the State budget under the management of Hanoi City.

Will consider and issue regulations to stop providing electricity and water services.

Also at this session, the City People's Council will consider and issue regulations on applying measures to request the suspension of electricity and water services in Hanoi; regulations on the transfer of rights to exploit and manage valuable architectural works and cultural and sports infrastructure works and items under the management of the City; regulations on the use of public assets at public service units under the management of the City for business purposes, leasing, joint ventures and associations;

Resolution detailing the order and procedures for adjusting the determination of environmental zoning, adjusting local planning; regulating the transfer of cadres and civil servants working in communes, wards and towns to cadres and civil servants under the administrative payroll; recruitment, use and management of cadres and civil servants working in communes, wards and towns in Hanoi.

The individual resolutions expected to be passed at this session include: supporting production recovery for some crops and livestock affected by storm No. 3 and post-storm floods; collecting to the city budget the increased land use fee revenue of Dong Anh district for 2 projects arising during the budget stabilization period and partially supplementing the Dong Anh district budget to support infrastructure investment; approving the task of planning the construction zoning of Bac Thuong Tin industrial park, the task of planning the construction zoning of Phung Hiep industrial park, the task of planning the construction zoning of Soc Son clean industrial park.
