The National Assembly Standing Committee's monitoring delegation on innovation of general education programs and textbooks pointed out that: "Up to now, the guiding document on the method and content of the high school graduation exam according to the new general education program has not been issued, which is one of the reasons causing difficulties for students in choosing subject combinations for grade 10 in the 2022-2023 school year; the teaching staff is confused in adjusting teaching methods, testing methods, and assessment".
High school graduation exams from 2025 are expected to have the same questions and the same time period.
In addition, the monitoring team also commented: "The new Government's report mainly evaluates the form of organizing high school graduation exams, while public opinion is still concerned about a number of contents such as: the effectiveness of classifying students by organizing multiple-choice exams; evaluating the graduation score distribution, comparing with students' academic records to gain experience in directing and operating.
Continuing to implement the policy of implementing a common exam with two goals: both to consider high school graduation and to serve as a basis for university and college admissions in the context of expanding the implementation of university education autonomy (including autonomy in admissions).
Students choose the exam subject from the selected subjects.
The Government's document sent to the monitoring delegation, signed by Minister of Education and Training Nguyen Kim Son on behalf of the Prime Minister on August 4, stated that after issuing the 2018 General Education Program, the Government directed the Ministry of Education and Training to research and propose very early high school graduation exam options from 2025 in the direction of assessing the necessary qualities and abilities of learners.
Ensure adaptation to changes in the context of globalization and the new industrial revolution; ensure the requirements for innovation in examination methods and recognition of high school graduation in the direction of reducing pressure and costs for society while still ensuring reliability, honesty, and correct assessment of students' abilities, as a basis for vocational education and university education enrollment in the spirit of Resolution 29-NQ/TW.
During the research process, the Government directed the Ministry of Education and Training to proactively receive and apply international achievements and good experiences in innovating high school graduation exams; inherit and promote the results of organizing the national high school graduation exams for the period 2015 - 2019, the high school graduation exams for the period 2020 - 2023 and coordinate with the roadmap for innovating the assessment of the learning process of high school students.
After May 17, the Ministry of Education and Training analyzed and evaluated comments from the whole society to complete the high school graduation exam plan from 2025, expected to be issued at the beginning of the 2023-2024 school year.
Notably, according to the Minister of Education and Training: "According to the high school graduation exam plan from 2025, the current exam methods and organization methods will be basically inherited; ensuring consistency in the reliability of assessment results so that relevant parties can exploit and use them for different purposes (including higher education and vocational education institutions conducting admissions in the spirit of autonomy prescribed by the Law on Higher Education).
The method of organizing the same exam questions and sessions for both compulsory and elective subjects on a large scale and allowing students to decide for themselves which subjects to take the graduation exam among elective subjects in high school, basically meets the requirements of the 2018 General Education Program, in accordance with the way students choose their elective subjects.
"In the coming time, the Government will direct the Ministry of Education and Training to continue researching and evaluating to promote the advantages of the national high school exam and the graduation exam to announce the high school graduation exam plan according to the 2018 General Education Program in the direction of properly assessing learners' abilities, being fair, public, transparent, concise, and suitable to the reality of localities," the document sent to the monitoring delegation affirmed.
