Plan to develop three excellent international universities in Vietnam

Three universities, Vietnam-Germany University, Hanoi University of Science and Technology and Vietnam-Japan University, will pioneer in piloting new operating models and internationalization in a number of fields.

This information was given at a discussion to collect comments on the draft planning of the network of higher education and pedagogical institutions for the 2021-2030 period, with a vision to 2050, of the Ministry of Education and Training in Hanoi on the morning of November 30.

According to the Ministry's plan, the Vietnam-Germany University, the Hanoi University of Science and Technology (also known as the Vietnam-France University) and the Vietnam-Japan University, under the Vietnam National University, Hanoi, will be developed into excellent international universities.

These schools will pioneer in piloting new operating models, internationalization in a number of potential science and technology fields, attracting a large proportion of international lecturers, students and trainees to work, study and research in Vietnam. The Ministry has not yet provided more specific information.

Mr. Nguyen Anh Dung, Deputy Director of Higher Education, Ministry of Education and Training, said that the development orientation of the three schools was included in the Central Resolution, affirming the role of these schools in the higher education system.

Specifically, Resolution No. 24 dated October 7, 2022 of the Politburo sets out the policy of developing the Vietnam-Germany University and a number of major universities in a focused and key direction to achieve advanced levels, among the top in Asia (except for Ho Chi Minh City National University).

Unlike private schools with foreign investment, these schools are cooperatives between two governments, which jointly invest resources in the school.

"It is called excellent to show outstanding development orientation and in fact they must also be proactive with internal strength to be worthy of investment from both sides," said Mr. Dung.

In fact, in 2006, the Ministry of Education and Training had a policy of building four excellent public universities of international standards, including the Vietnamese-German University, the Vietnamese-French University and two other schools in Da Nang and Can Tho.

Of which, Vietnam - Germany University was established in 2008 under the cooperation between the Ministry of Education and Training with the Ministry of Education and Research, the Ministry of Science and Arts of Hessen State, Germany. Vietnam - France University (now Hanoi University of Science and Technology) was established in 2009 under the cooperation agreement between the Vietnamese and French governments. Both schools were built on loans from the World Bank and the Asian Development Bank, respectively 180 and 190 million USD.

The Vietnam-Japan University, Vietnam National University, Hanoi, was established in 2014 with an investment capital of 330 million USD. Of this, 200 million USD is ODA loan from the Japanese government, 100 million USD is from sponsorship from Japanese enterprises and 30 million USD is counterpart capital from the Vietnamese government.

All three are currently highly international, training in the strengths of Germany, France and Japan, mainly in the field of science and technology. The enrollment size of each school is about 400 - 850 students per year.

Vietnam - Germany University of Science and Technology, Hanoi, teaches entirely in English (except for Pharmacy), the training program is internationally accredited, and the degrees are recognized in Europe. Meanwhile, at Vietnam - Japan University, undergraduate programs are still taught in Vietnamese, Japanese and English, depending on the major, but at the master's level, all are taught in English and Japanese.

"In the current context, specifying the development orientation of the above three schools into excellent international universities in the draft planning is appropriate. Vietnam has these specific models and will use them to promote them," Mr. Dung added.

Vietnam currently has 244 higher education institutions, of which 5 are foreign-invested. By 2030, the total training scale is expected to reach 3 million people.
