Accordingly, the Ministry of Education and Training will develop regulations for student affairs, in which the group considered for and granted scholarships to encourage learning should include learners in other forms of training such as work-study and distance learning, not just full-time learners.
The reason for the amendment is that according to the inspection and audit results of the Finance and Budget Committee, there are still shortcomings. Specifically, at Point b, Clause 4, Article 8 of Decree 84/2020/ND-CP stipulates: "For vocationaltraining institutions and higher education institutions, scholarships to encourage learning are arranged at least equal to 8% of tuition revenue for public schools".
However, the subjects considered and granted scholarships to encourage learning are only full-time students. Therefore, it is not appropriate to arrange scholarships on the entire tuition fee revenue, including non-full-time students, but only to consider and grant scholarships to full-time students.

In addition to amending and supplementing the scholarship recipients, the Ministry of Education and Training also proposed that public schools allocate at least 5% of their tuition revenue to the scholarship fund to encourage learning, down 3% from the current rate. For private schools, the rate remains at 2%.
At the same time, the deduction level is based on tuition fees of students of all training systems, not just full-time students.
In particular, in this draft, the Ministry of Education and Training proposed to amend and supplement that teachers of continuing education institutions are entitled to summer vacation like general education teachers. The reason for adding the above regulation is because the policies for teachers of continuing education institutions who teach educational programs to grant diplomas of the national education system are implemented similarly to general education teachers, but the current Decree 84/2020/ND-CP does not stipulate summer vacation for this group.
