In his opening remarks, Prime Minister Pham Minh Chinh stated that this meeting aimed to assess the socio-economic situation in April and the past four months; assess the key points of direction, administration and leadership; analyze and evaluate the results achieved, what is positive, what is "sideways, going down", what are the difficulties and obstacles? Analyze the objective and subjective causes, especially the causes due to our leadership, direction and administration, especially paying attention to drawing lessons; is it possible that the results achieved in the past time are thanks to our close grasp of the situation and timely and effective policy responses?

The Prime Minister also emphasized the lesson of promoting personal responsibility, especially of Ministers, heads of sectors, and members of the Government; the issue of strengthening supervision and inspection "early, from afar, from the grassroots, right from the beginning", not allowing small violations to accumulate into big ones, "wasting time, money, and people". According to the Prime Minister, looking back at many recent incidents, it shows that supervision and inspection work has been ineffective.

The Prime Minister stated that in the coming time, we must closely forecast the situation in May and the second quarter, especially assessing whether there is anything new or sudden in the situation. From there, we will propose tasks and solutions that are fundamental, long-term, and also take into account the immediate situation, ... to complete the tasks of 2024 in the spirit of Resolution 01/NQ-CP; resolve outstanding and prolonged issues, especially those that have lasted for 2-3 terms while we have solved them very quickly. The Prime Minister requested that all levels, sectors and localities must implement the spirit of "doing one thing at a time" because time is short, resources are limited, requirements are high, and work is a lot. The Prime Minister emphasized the key points this May such as preparing for the Central Conference and the upcoming session of the National Assembly; along with that, resolving sudden and unexpected issues such as drought, storms and floods...

According to the Ministry of Planning and Investment, the socio-economic situation in April and the first four months continued to achieve many important and encouraging results, demonstrated through 10 outstanding groups of results:

The macro economy is basically stable, inflation is under control, major balances are ensured. The consumer price index (CPI) in April increased by 4.4% over the same period, and the total increase in the first 4 months was 3.93%. The exchange rate was flexibly and promptly managed, with proactive intervention measures, ensuring a harmonious balance with interest rate management to support growth. The state budget revenue in the first 4 months is estimated at 43.1% of the estimate, up 10.1% over the same period; import-export turnover, export, import in the first 4 months increased by 15.2%, 15% and 15.4% respectively over the same period; estimated trade surplus of 8.4 billion USD; exports to major markets such as the US, EU, China, etc. all grew strongly; major balances were ensured, meeting the electricity demand for production, business and people's daily life.

Total registered FDI capital in the first 4 months reached nearly 9.3 billion USD, up 4.5% over the same period in 2023, of which newly registered FDI reached more than 7.1 billion USD, up 73.2%; realized capital reached 6.3 billion USD, up 7.4%. Many large global technology enterprises have expressed their desire to cooperate and invest in Vietnam's electronics, chip, semiconductor, renewable energy industries... Disbursement of public investment in the first 4 months reached 17.46% of the plan, higher than the same period in 2023 (15.65%), bringing a large amount of capital into the economy to support growth and development.

Production and business activities continued to change positively. Agricultural production and export continued to maintain growth momentum: The industrial production index (IIP) in April increased by 6.3% over the same period last year; the total for the first 4 months increased by 6% (the same period decreased by 2.5%), of which the processing and manufacturing industry increased by 6.3% (the same period decreased by 2.9%). The purchasing managers' index (PMI) in April reached 50.3 points, the number of new orders increased again. Total retail sales of goods and consumer service revenue in April increased by 9% over the same period, the total for the first 4 months increased by 8.5% (the 3 months increased by 8.2%); international visitors in 4 months reached nearly 6.2 million, up 68.3% over the same period and up 3.9% over the same period in 2019 (the year before the Covid-19 pandemic).

The business registration situation has shown more positive signs. In April, the number of enterprises entering and re-entering the market was 15.3 thousand, higher than the number of enterprises withdrawing from the market (13.6 thousand enterprises); enterprises waiting for dissolution procedures and dissolved decreased by 20.2% and 10.9% respectively compared to the same period. In the first 4 months, the number of enterprises entering and re-entering the market was nearly 81.3 thousand, up 3% compared to the same period; the number of enterprises waiting for dissolution procedures and dissolved was 25.5 thousand, down 5.3%...
