The Ministry of Transport said the total investment capital for the Ring Road 4 project in the capital region is expected to increase by VND2,880 billion, adjusting the investment policy.

The information is stated in the report Minister Nguyen Van Thang signed and sent to the National Assembly recently.

In 2022, the National Assembly approved the total preliminary investment of the entire project at VND85,810 billion. However, reports from localities during actual implementation showed that the estimated total investment of the project increased by VND2,880 billion. Of which, the compensation, support and resettlement component project in Hung Yen increased by VND1,500 billion and in Bac Ninh increased by VND2,870 billion. The expressway construction investment component project implemented by the Hanoi People's Committee decreased by VND1,480 billion.

After approving the feasibility study of the component projects, the three localities will review and determine the exact total investment of the entire project. If it exceeds the capital approved by the National Assembly, they will carry out adjustment procedures. To date, the total capital allocated for the project has reached VND12,600 billion, of which 64% has been disbursed.

The Ministry of Transport also said that the progress of the construction of the parallel road component projects is slow. In Hanoi, the parallel road project started in June, but so far the site has mainly only built camps, constructed organic soil layers, filled some sections and built public roads.

The reason is that the procedures for mining materials for the project have to be completed. Compensation and resettlement support in the three localities are slow. The cleared area has reached 86.5%, but it is mainly agricultural land. The areas that have not been cleared are residential land of people, agencies, organizations or land related to beliefs.

The Ministry of Transport assessed that this is a very difficult area to reclaim, due to the impact on the livelihoods of people and businesses, and the many procedures. "The proportion of land that has been handed over is quite large, but there are still many unfinished areas, making it difficult to carry out construction simultaneously," the report stated.

The 112 km long Belt 4 of the Capital Region passes through Hanoi, Hung Yen and Bac Ninh. The starting point of the project is at the Hanoi - Lao Cai expressway junction, the end point is at the Noi Bai - Ha Long expressway junction. The total investment is over VND 85,000 billion. The project will start in 2022, with the basic goal of completion in 2026 and operation in 2027.

The project is implemented in 7 component projects, operating independently. In which, Hanoi implements three component projects: Compensation, support, resettlement; construction of parallel roads (urban roads) in Hanoi and investment in the construction of the expressway system under the PPP method. Hung Yen and Bac Ninh provinces are each responsible for two component projects: Compensation, support, resettlement and construction of parallel roads (urban roads) in each province.

The completion of the 4th beltway of the capital region will contribute to relieving traffic congestion, connecting provinces and creating new development space for the entire capital region, including Hanoi, Hung Yen and Bac Ninh.
