The People's Committee of Duc Trong district, Lam Dong province has just reported on the progress of implementing key projects and works in the 2020-2025 period (updated to January 23).
In this report, the district mentioned the Dai Ninh Urban Area for Trade, Tourism and Ecological Resort (abbreviated as Saigon - Dai Ninh) project invested by Saigon Dai Ninh Tourism Investment Joint Stock Company (Saigon Dai Ninh Company). This enterprise is legally represented by Mr. Nguyen Cao Tri.
According to the district report, the project has completed some procedures and built some architectural works, leveled roads and spread gravel on some road sections. The invested capital is 2,296 billion VND, accounting for 9% of the total investment.

The Provincial People's Committee agreed on the project adjustment policy (Document 245 dated January 12, 2022); extended the land use time (Document 725 dated January 28, 2022); adjusted the project investment progress (Document 1932 dated March 24, 2022).
Sai Gon Dai Ninh Company made a deposit to ensure project implementation and submitted a progress commitment. The Department of Planning and Investment issued the Investment Registration Certificate on August 5, 2022. On August 7, 2023, the Provincial People's Committee issued a document appraising land prices to calculate land use fees at the project, accordingly assigning the Department of Natural Resources and Environment to advise.
In addition, Duc Trong District People's Committee also issued a document on strengthening the management and protection of forests and forest land and strictly handling violations in the area managed by Saigon - Dai Ninh Company.
The District People's Committee requests the enterprise to promptly establish records to handle violations according to the report of the Forest Protection Department to transfer to competent authorities for handling in accordance with the provisions of law; strengthen management and protection work, absolutely do not let people continue to impact and use land for improper purposes in the above-mentioned area and in the assigned forest area for management.
Enterprises need to enhance the sense of responsibility of specialized forest protection forces, regularly patrol and inspect forests and land in the project area assigned to manage in order to promptly detect, prevent and take measures to handle problems as soon as they arise. During the implementation process, if there are any difficulties or problems, promptly report and propose to relevant local agencies and units for coordination and consideration to resolve in accordance with regulations.
Saigon - Dai Ninh Company must take full responsibility before the law if it continues to allow violations to occur in the area assigned to it for management without taking timely measures to prevent, handle, and report as prescribed.
The District People's Committee also requested the Forest Protection Department, the Department of Natural Resources and Environment, the People's Committee of Phu Hoi commune, relevant units and localities to proactively coordinate, provide information and actively perform tasks under the authority of the agencies and units to ensure timely handling of violations in accordance with regulations.

The Saigon - Dai Ninh project covers an area of nearly 3,600 hectares, spanning four communes: Phu Hoi, Ninh Gia, Ta Hine and Ninh Loan in Duc Trong district. This project encompasses Dai Ninh lake - a place likened to a miniature Ha Long Bay in Duc Trong district. Although the investment certificate was granted in late 2010, after 13 years, the project is still unfinished.
Mr. Nguyen Cao Tri bought back shares of Saigon Dai Ninh Company and has been the legal representative since 2021. After that, Mr. Tri agreed to sell 100% of the company's capital to Ms. Truong My Lan - Chairman of Van Thinh Phat.
In connection with this project, many leaders of Lam Dong province have been caught up in legal trouble. Mr. Tran Van Hiep, Chairman of the Provincial People's Committee, was prosecuted and temporarily detained for accepting bribes. Mr. Tran Duc Quan, Secretary of the Lam Dong Provincial Party Committee, was prosecuted and temporarily detained to investigate violations related to the project.
Mr. Nguyen Ngoc Anh, Chief Inspector of Lam Dong Province, was also arrested for investigation of the crime of Accepting bribes. Ms. Tran Bich Ngoc, Director of the Department of Monitoring Inspection, Handling of Complaints and Denunciations, Prevention and Control of Corruption, Smuggling, Commercial Fraud and Counterfeit Goods (Department I) of the Government Office, was also accused of Abusing Power and Position while Performing Official Duty.
