Regarding the case of Bribery, Receiving Bribes, and Abusing Position and Power while Performing Official Duty that occurred in Lam Dong Province and several related localities, Mr. Tran Duc Quan (former Secretary of Lam Dong Provincial Party Committee) and Tran Van Hiep (former Chairman of Lam Dong Provincial People's Committee) were prosecuted for the crime of Receiving Bribes.

According to the indictment, Conclusion 929 of the Government Inspectorate contains the following content: Requesting the People's Committee of Lam Dong province to "terminate operations and reclaim land of the Dai Ninh project of Saigon Dai Ninh Company". Therefore, on August 14, 2020, the People's Committee of Lam Dong province issued a plan to implement the above conclusion, in which the Department of Planning and Investment was assigned to propose the People's Committee of the province to "terminate operations and reclaim land of the Dai Ninh project".

Under the guidance of Mr. Tran Van Minh (then Deputy Inspector General of the Government), on November 24, 2020, Mr. Nguyen Cao Tri, General Director of Saigon Dai Ninh Company, met with Mr. Tran Duc Quan (former Secretary of the Provincial Party Committee) and Tran Van Hiep (former Chairman of Lam Dong Provincial People's Committee) to report on the transfer of the project from Ms. Phan Thi Hoa.

Mr. Tri gave Mr. Quan and Mr. Hiep 200 million VND each and suggested that both of them pay attention and help to extend the project's progress.

During the process of meeting Mr. Tran Van Hiep to request a change in business registration with the content of changing the legal representative, agreeing with the Government Inspectorate to extend and delay the progress of the Dai Ninh project; directing departments and branches to implement Conclusion 1033 to extend the project, calculate land use fees for Saigon Dai Ninh Company to fulfill its financial obligations, Mr. Tri gave Mr. Hiep a total of 4.2 billion VND 7 times.

Specifically, on November 24, 2020, Mr. Tri met and gave Mr. Hiep 200 million VND at Mr. Hiep's office at the Provincial People's Committee to greet and request attention and create favorable conditions when Mr. Tri carried out procedures related to the Dai Ninh project.

On March 15, 2021, after finishing the meeting with the Government Inspectorate Working Group, Mr. Tri went to Mr. Tran Van Hiep's office at the Provincial People's Committee to meet and give Mr. Hiep 500 million VND, asking him to pay attention and support so that the Dai Ninh project could be extended and continued.

The third time, on March 29, 2021, before the meeting between the Government Inspectorate and the People's Committee of Lam Dong province on the results of verifying the application of Saigon Dai Ninh Company, Mr. Tri went to Mr. Hiep's private house and gave 500 million VND to gain support.

On October 19, 2021, after a meeting with departments and branches to calculate land use fees for Saigon Dai Ninh Company to fulfill its financial obligations, Mr. Tri went to Mr. Hiep's private house to give 1 billion VND.

On January 11, 2022, when attending a meeting with the Provincial People's Committee, departments and branches on implementing procedures to extend and delay the project progress, Mr. Tri went to Mr. Tran Van Hiep's office at the Provincial People's Committee to meet and give Mr. Hiep 1 billion VND.

On May 27, 2022, after a meeting with the Department of Finance and the Department of Natural Resources and Environment to determine the financial obligations of Saigon Dai Ninh Company, Mr. Tri went to Mr. Hiep's office to give 500 million VND. The 7th time, on January 9, 2023, Mr. Tri went to Mr. Hiep's private home to give 500 million VND.

Similarly, Mr. Nguyen Cao Tri met Mr. Tran Duc Quan many times to ask for his attention and direction to help Mr. Tri change his business registration, support the verification results of the Government Inspectorate and carry out procedures for project extension, calculate land use fees; at the same time, Mr. Tri went to Mr. Quan's office at Lam Dong Provincial Party Committee 5 times to meet, giving a total of 2.1 billion VND.

Similar to giving money to Mr. Tran Van Hiep, the times Mr. Tri gave money to Mr. Tran Duc Quan were all at times when the Lam Dong Provincial People's Committee and the Government Inspectorate gradually created conditions for Mr. Tri to continue implementing the project.

Up to now, Mr. Tran Van Hiep and Tran Duc Quan have influenced the family to deposit all the money received from Mr. Nguyen Cao Tri into the temporary account of the Investigation Agency.
