The Rao Tro reservoir and flood discharge project in Ky Thuong commune, Ky Anh (Ha Tinh) has an investment capital of more than 1,400 billion VND, invested by Vung Ang Development Investment Joint Stock Company (Hoanh Son Group). The Rao Tro reservoir and flood spillway project is part of the project to build a water supply system for the Vung Ang Economic Zone (Ha Tinh) with an investment capital of more than VND 1,400 billion, invested and operated by Vung Ang Development Investment Joint Stock Company (Hoanh Son Group Joint Stock Company).
The project started in late 2011, covering thousands of hectares in Ky Thuong and Ky Tay communes (Ky Anh district, Ha Tinh), and is expected to be completed in 2016. The total investment capital for the construction of a water supply system for the Vung Ang Economic Zone is over VND4,400 billion, including items such as Rao Tro reservoir, Lac Tien dam, water plant, and Ky Ha sluice. Of which, the State supports VND1,269 billion from the local and central budgets, the remaining amount is paid by the enterprise itself. A representative of the Vung Ang Investment and Development Joint Stock Company said that so far the government has only handed over 800/2,700 hectares of land, so the items cannot be completed.
Due to lack of space, since 2016 the company has temporarily stopped construction of items at the project, gradually withdrawing workers and machinery from the site.
In 2017, due to failure to comply with instructions, lack of determination in management and implementation, slowing down the construction progress of the project, and failing to meet the requirements of the approved construction progress plan, Vung Ang Development Investment Joint Stock Company (under Hoanh Son Group) was criticized by the People's Committee of Ha Tinh province.
According to Dan Viet reporters, the Rao Tro reservoir project has completed about 80-85% of its volume. However, due to many years of being "covered", this place has become shabby and unsightly.
The spillway has only been built in its rough form, many other items on the spillway have not been completed.
Many trucks and machinery serving the project are rusty and overgrown with weeds due to years of disuse.
Iron, steel, and construction materials lie scattered and rusty.
The 2 km long, 30 m high dam system had its left and right banks completed in 2016, but could not block the flow due to problems with site clearance in the reservoir.
Although the project has been "shelved" and construction has stopped, the investor still maintains 5-7 workers at the project to watch over the property and prevent strangers from entering.
Local people graze cows in the project area.
The project affects more than 1,500 hectares of land of 700 households in Ky Thuong commune, Ky Anh district. For many years, 7 families with 40 people in Phuc Thanh village, Ky Thuong commune have lived in the situation of flood season when their houses are submerged in water because they are located downstream of Rao Tro lake but are not subject to relocation.
Worried that his house is located about 100 meters from Rao Tro Lake, Mr. Nguyen Van Biem (residing in Phuc Thanh village) said: "Living at the foot of an irrigation project is very dangerous. Over the years, 7 families in the village have repeatedly petitioned the government to arrange resettlement, but have not received a positive response."
Speaking to Dan Viet reporter, Mr. Nguyen Thanh Hai - Vice Chairman of Ky Anh District People's Committee, said: "The site clearance work of the Rao Tro reservoir and spillway project has been completed. However, 140 billion VND in compensation for some households in Ky Tay commune affected by the project has not been paid due to procedural problems. In the coming time, the local government and related units will discuss solutions to pay the people."
