Proactively and actively implement the project
Comrade Le Trong Thanh, Director of the Department of Transport, the assigned investor, said: The investment objective of the Ninh Binh-Hai Phong Expressway Construction Investment Project is to gradually complete the expressways in the Road Network Planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021; connecting expressways from Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh provinces to Hai Phong and Quang Ninh cities; creating a driving force for the development of provinces and cities in the Red River Delta and North Central regions; serving as a basis for attracting investors in many fields, especially urban, industrial, commercial and service development; promptly responding to natural disasters and climate change in the region; strengthening national defense and security.
The Ninh Binh-Hai Phong expressway construction investment project, the section through Ninh Binh province, has a total length of 25.3km, affecting Yen Khanh and Yen Mo districts. The project is of great significance, in addition to connecting with the Mai Son-National Highway 45 expressway which has been completed and put into operation; reducing the load on the Mai Son-Cao Bo route through the center of Ninh Binh city and the Mai Son-Tam Toa bridge route, it also connects traffic in the entire eastern region of Ninh Binh province, Nga Son district, Thanh Hoa province, National Highway 10, the coastal route, and the East-West traffic axis of Ninh Binh.
Up to now, the National Assembly has passed a Resolution on piloting a number of specific policies on investment in road construction; the Prime Minister has issued a Decision assigning the Ninh Binh Provincial People's Committee to be the project's investment management agency; the Ministry of Transport agrees with the policy of adjusting the starting point of the Ninh Binh-Hai Phong Expressway. On that basis, the Provincial People's Council has approved the project's investment policy; the Provincial People's Committee has assigned the Department of Transport to be the agency to prepare the project's feasibility study report.
Immediately after being assigned by the Provincial People's Committee to prepare a feasibility study report, the Department of Transport has deployed a detailed schedule for each work item until the project's commencement date. Currently, Ninh Binh province has basically completed the pre-feasibility study report, determined the route direction, design solutions, as well as site clearance costs according to local unit prices and investment scale, bridge system, culverts, underpasses, access roads... of the Ninh Binh-Hai Phong Expressway Project, the section passing through Ninh Binh province.
Accordingly, the construction scale includes: Construction of the Ninh Binh-Hai Phong expressway, the section through Ninh Binh province according to the design standards of a complete 4-lane expressway, the design speed is 120km/h, the roadbed width is 24.75m and auxiliary works on the route. The total investment is 6,865 billion VND, including the central budget and provincial budget. The project implementation period is expected from 2024-2029. The project starts at the Mai Son intersection with the North-South expressway in the East, Mai Son-QL45 section in Mai Son commune, Yen Mo district, Ninh Binh province. The end point is the Day River overpass connecting the two provinces of Nam Dinh and Ninh Binh in Khanh Cuong commune, Yen Khanh district, Ninh Binh province.
It can be affirmed that Ninh Binh's proactive and persistent proposal to become the Investor and adjust the route of the Ninh Binh-Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province, is an effort and determination of the Party Committee, the Government and the People, creating a driving force for development in accordance with the planning and vision of the province in the future. This is an important basis for Ninh Binh to connect the road traffic network in the province and the region, promote efficiency after investment, create space and space for development with vision for many future stages of Ninh Binh province.
High determination in implementation
In parallel with implementing the steps and procedures to implement the project, the Provincial People's Committee assigned the Department of Natural Resources and Environment to preside over and coordinate with the Department of Construction, the Department of Finance and relevant agencies and units to research, advise the Provincial People's Committee and guide the Investor to ensure compliance with regulations on the implementation of the specific mechanism for exploiting minerals as common construction materials; conducting a review of raw material mines for project construction; the process of allocating capital for implementation; assessing environmental impacts and converting the purpose of rice-growing land use; relevant units urgently have a plan to establish and approve specific land prices for each type of land where the project passes through, and resettlement land prices, in order to speed up site clearance and resettlement as required.
Based on the project investment plan, the People's Committees of Yen Mo and Yen Khanh districts coordinate with the provincial Department of Transport and the Department of Natural Resources and Environment to urgently review the location and area of land that must be recovered to implement the project. At the same time, review and arrange sufficient land for transportation, residential land for resettlement and other return and auxiliary works of the project. Accordingly, the preliminary land use demand of the project is about 295.7 hectares and it is expected to arrange 12 resettlement areas.
According to the leader of Yen Mo district, according to the pre-feasibility study report, the Ninh Binh-Hai Phong expressway construction investment project, the section passing through Ninh Binh province, requires about 137.65 hectares of land in Yen Mo district. Including 119.85 hectares for expressway construction and 17.8 hectares for resettlement construction and compensation works. The number of affected households, individuals and organizations is expected to be about 1,564 households. When implementing the project in the area, Yen Mo district always clearly identified the support and consensus of the people as a very important factor. Therefore, as soon as it grasped the project implementation policy, Yen Mo district proactively coordinated with related sectors and the investor to disseminate project information to cadres, party members and people of all walks of life, especially people in communes affected by the project. Propaganda work is integrated with regular conferences and village and hamlet Party cell meetings, thereby creating consensus among the people.
Comrade Nguyen Xuan Tuyen, Chairman of Yen Khanh District People's Committee also shared: Clearly identifying the special importance of this route, the Party Committee and the Yen Khanh District Government have focused on implementing the processes and procedures to implement the project; directing the grassroots to best prepare the conditions as well as be ready for site clearance work when the project is deployed in the field. Currently, the district has directed departments and offices to focus on coordinating with localities to review and prepare site clearance plans to implement the project.
It can be seen that, although not yet implemented in the field, the Ninh Binh-Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province, has received high support from the people. This demonstrates the solidarity, efforts, and determination of the Party Committee and the government of Ninh Binh province as well as the consensus of the people in implementing the project. This is also an important premise for Ninh Binh to implement the project smoothly, creating momentum for the province's development in the future.
