Project 1 of the National Target Program 1719 has promptly resolved difficulties for ethnic minorities in Tra Vinh province.

Today, September 21, the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) held a conference to evaluate after monitoring the implementation of Project 1 under the National Target Program 1719 in Tra Vinh province.

According to the report of the monitoring delegation presented at the conference, based on the capital allocated by the Central Government and the counterpart capital of Tra Vinh province, the total budget capital to implement the project in 2022 is 42.46 billion VND, in 2023 is 119.3 billion VND. By January 31, 2024, the province has disbursed 47.42 billion VND.

Regarding the implementation of the credit lending program under Decree No. 28 of the Government, the period of 2022-2023, the Social Policy Bank of Tra Vinh province has disbursed loans to 1,036 households with an amount of over 47 billion VND, completing 100% of the assigned plan target. Of which, 31.64 billion VND is for housing support loans, 1.24 billion VND is for residential land support and 14.18 billion VND is for career conversion.

According to the Ethnic Minorities Committee of Tra Vinh province, 50 households were supported with residential land, 737 households were supported with housing, 508 households were supported with job conversion, and 418 households were supported with domestic water.

The support contents of Project 1 have been focused on and implemented quite drastically by all levels and sectors in Tra Vinh province. The review and selection of beneficiaries have been carried out to ensure publicity, transparency, democracy from the grassroots, correct subjects, correct norms, no overlap, with the participation and consensus of the people and the community where the assessment is conducted.

At the same time, priority is given to selecting more difficult subjects such as: ethnic minority households with specific difficulties; ethnic minority women; subjects belonging to groups affected by natural disasters in the area... From there, it has promptly resolved difficulties and urgent requirements regarding living conditions and living conditions of poor households in ethnic minority areas, helping many households gradually stabilize their lives and escape poverty.

The report of the Monitoring Delegation shows that the results of the implementation of the Program in the past time in the province have made important contributions to the task of economic development and improving the lives of people in ethnic minority areas.

Timely resolve difficulties and urgent needs of ethnic minorities

At the conference, there were many enthusiastic opinions, sharing experiences as well as difficulties in the process of implementing the supervision work of the community investment supervision board and the people's inspection board for the implementation of project 1. At the same time, exchanging and sharing creative and effective ways in innovating the content and methods of supervision suitable to the actual conditions in each locality of ethnic minorities and mountainous areas.

Mr. Nguyen Huy Chi - Head of the Ethnic Minorities Committee, Central Committee of the Vietnam Fatherland Front, Deputy Head of the monitoring delegation acknowledged the results achieved after nearly 3 years of implementing the National Target Program in Tra Vinh province. Especially, the contents related to project 1.

According to Mr. Chi, the support contents of Project 1 of the program have been focused on and implemented quite drastically by all levels and sectors. Timely removing difficulties and urgent requirements regarding living conditions and living conditions of poor households in ethnic minority areas, helping many households gradually stabilize their lives and escape poverty.

In addition to the achieved results, the implementation also encountered some difficulties such as the support policy on residential land and production land always faced great pressure in creating land funds for support implementation. The policy on supporting career conversion (instead of production land) had a low support level from the state budget (no more than 10 million VND/household), which really did not promote effectiveness in supporting poverty reduction for beneficiaries.

Mr. Chi emphasized that the opinions exchanged at the conference will be received and synthesized by the Supervisory Delegation and sent to the Standing Committee of the Central Committee of the Vietnam Fatherland Front to serve as a basis for completing the contents related to the implementation of Project 1 under the National Target Program 1719 in the coming time in an effective and practical manner.

Previously, on September 19, the Supervisory Delegation of the Central Committee of the Vietnam Fatherland Front organized an announcement of the decision to supervise and work with Tra Vinh province on the implementation of Project 1 of the National Target Program 1719.

On September 20, the working group conducted a field survey in the locality. Today, September 21, a conference was held after the supervision to collect delegates' opinions to finalize the report.
