The Ministry of Education and Training has just issued Circular No. 22/2024/TT-BGDDT amending and supplementing a number of articles of the Regulations on educational quality assessment (QA) and recognition of national standards for kindergartens, primary schools, secondary schools, high schools and multi-level general schools issued together with Circular No. 17/2018/TT-BGDDT, Circular No. 18/2018/TT-BGDDT and Circular No. 19/2018/TT-BGDDT dated August 22, 2018 of the Ministry of Education and Training.
The new Circular has amended and supplemented the set of assessment criteria to be consistent with current legal documents such as: standards on facilities and teaching equipment; regulations on the authority to recognize schools meeting national standards according to decentralization in Decision No. 1015/QD-TTg dated August 30, 2022 of the Prime Minister approving the decentralization plan in handling administrative procedures under the management of ministries and ministerial-level agencies; accordingly, the authority to recognize schools meeting national standards is decentralized from the Chairman of the Provincial People's Committee to the Director of the Department of Education and Training and some other regulations.
Regarding assessment criteria, the new Circular reduces the time limit by 1 year compared to the previous regulation so that if a school achieves a low-level of educational accreditation, it can register for external assessment and request recognition of a higher-level of educational accreditation after at least 1 year (previous regulation was 2 years) from the date of recognition. This regulation motivates localities and schools to accelerate the progress of resource investment and focus on implementing quality improvement.
Regarding the rate of teachers meeting training standards, the Circular has stipulated that schools must comply with the general regulations of the Government and the roadmap for upgrading teacher training standards according to the plan of the province and centrally run city. With this regulation, the school principal will proactively include in the annual plan the assignment of teachers to attend advanced training courses to meet the regulations of the 2019 Education Law, ensuring the roadmap for upgrading teacher training standards according to the plan of the province and centrally run city.
A notable new point in Circular No. 22/2024/TT-BGDDT is to amend the regulations on standards for assessing facilities and teaching equipment at all levels (Standard 3) to be consistent with the regulations on standards for facilities, subject classrooms, and libraries of educational institutions. In particular, it specifically stipulates assessment standards for general schools with many levels. This regulation aims to meet the conditions for ensuring the quality of implementing the new general education program, bringing benefits to students.
The new circular also adds new regulations in the direction of implementing strong decentralization from the Ministry of Education and Training to the provincial People's Committee level for the Department of Education and Training.
Specifically, the establishment of an external assessment team and the authority to grant and revoke certificates of recognition of schools meeting national standards at all levels of education according to the decentralization in Decision No. 1015/QD-TTg of the Prime Minister are decided by the Director of the Department of Education and Training to establish an external assessment team to assess and recognize schools meeting national standards (previously, the Chairman of the Provincial People's Committee issued a decision to establish an external assessment team to assess and recognize schools meeting national standards).
Assign the task of external assessment training to the Department of Education and Training so that the departments can be proactive and meet the needs in implementing the local external assessment plan. In addition, Circular No. 22/2024/TT-BGDDT also amends and supplements a number of regulations on assessment standards at all levels to suit the reality.
Another new point of Circular No. 22/2024/TT-BGDDT is the inclusion of regulations on schools being allowed to use evidence in the form of electronic documents in educational quality assessment activities and recognition of schools meeting national standards for schools that meet regulations on the process of exchanging, storing, and processing electronic documents in clerical work.
The Ministry of Education and Training said: The issuance of Circular No. 22 demonstrates consistency in developing and improving the quality of preschool and general education, aiming to provide the best teaching and learning conditions, contributing to improving the quality of people's knowledge and resources for national development. This is also the basis for schools to correctly assess their strengths and weaknesses; strive to build and achieve accreditation and national standards; and continuously and systematically improve quality according to new requirements at a higher level.
