With great efforts and determination of the entire political system, the cooperation and contribution of the whole society, especially the self-awareness, proactiveness, and promoting the role of the people, Phu Ninh district has achieved many outstanding achievements, creating a clear mark in the National Target Program on New Rural Construction (NTM).
The cultural house of zone 4, Phu Nham commune was invested in construction and put into use from the end of 2023, contributing to serving the needs of community activities.
To effectively implement the New Rural Development Program, propaganda and mobilization work for cadres, party members and people to participate is carried out in a practical and specific manner. The Fatherland Front and socio-political organizations promote propaganda and dissemination of the Party and State's policies and guidelines on building new rural areas and advanced new rural areas among union members.
Emulation movements to join hands to build new rural areas and civilized urban areas with many good practices and advanced examples have been widely replicated, receiving the support and response of the people, who voluntarily contribute money, labor, and land to build new rural areas.
From 2021 to now, the resources mobilized from people in building new rural areas have reached over 50 billion VND, of which land donation for road construction is worth over 22.5 billion VND, labor days are over 13 billion VND, flower roads are 835 million VND, security cameras are nearly 1.5 billion VND, cash is nearly 4.8 billion VND...
Up to now, the whole district has 16/16 communes meeting the new rural standards, 2 communes meeting the advanced new rural standards. Rural infrastructure has been invested, especially roads and schools; cultural and sports facilities have been upgraded, the rural appearance has improved a lot. Rural traffic has been renovated, upgraded, gradually modernized, connecting with the socio-economic infrastructure of the province and the region.
The education sector has increased investment in school and classroom facilities towards solidification, mobilizing investment resources to maintain and improve the quality of national standard schools. The district currently has 60/61 schools meeting national standards, reaching a rate of 98.4% (of which 58/58 public schools meet national standards).
The information and communication system associated with digital transformation develops rapidly and synchronously, creating favorable conditions for people to access new knowledge, policies and laws of the State. The district has 1 central district transaction point, 16 cultural post offices in communes, and postal activities providing public services to serve the needs of the people well.
Investment in medical facilities, equipment and human resources has been increased; people have had access to and used on-site medical services; currently 100% of communes meet the national standards on commune health by 2030, and 92.8% of the district's population participates in health insurance. Cultural and sports activities are organized regularly, contributing to improving people's spiritual life; 17/17 communes have standard cultural houses and sports centers, ensuring community activities. Political security, social order and safety continue to be maintained, people's lives are increasingly improved and enhanced.
Coming to Phu Loc commune in August, we clearly felt the joyful atmosphere when the commune was recognized by the Provincial People's Committee as meeting the advanced NTM standards in 2023. Witnessing each step of change in his hometown, Mr. Nguyen Van Phuc, Zone 3 excitedly shared: "In building NTM, our people are placed in the center, truly the subject, participating in giving opinions, discussing issues directly related to the community, investing in building welfare works, contribution levels... people enjoy the results of NTM".
People have better promoted their role as subjects, participated in cooperation, association, transformed production structure, developed economy, restored and developed rural industries, built new rural areas, developed key products, and characterized by the OCOP Program. Agricultural production has had a positive shift, continued to develop both in scale and production level, and used resources more effectively.
The district has identified key crops and livestock for investment and development, forming concentrated production areas linked to value chains that have been assigned growing area codes, helping to improve production efficiency. Up to now, the average product value per hectare of agricultural, forestry and fishery land has reached more than 115 million VND/year.
Industrial production, small-scale industry, occupations and investment attraction in rural areas have achieved good results, contributing positively to the shift in rural labor structure towards reducing agricultural labor and increasing non-agricultural labor.
Comrade Nguyen Phuc Suyen - Head of the district's Department of Agriculture and Rural Development said: "In the coming time, the district will continue to strengthen its leadership and direction in the task of building new rural areas. Effectively integrate programs and projects in the area; promote internal resources, promote resource mobilization from economic organizations and communities in combination with supported funding to implement investment in building new rural areas, striving to build Phu Ninh district to basically become a new rural district by 2025".
