Comprehensive development from new rural construction

With great efforts and high determination from the entire political system, the joint efforts and contributions of the whole society, especially the self-awareness, initiative, and high role played by the people, Phu Ninh district has achieved many outstanding achievements, creating a clear mark in the National Target Program for building new rural areas.

Comprehensive development starting from building new rural areas.

The community center in Zone 4, Phu Nham commune, was built and put into use at the end of 2023, contributing to serving the needs of community activities.

To effectively implement the New Rural Development Program, the work of disseminating information and mobilizing cadres, Party members, and the people to participate is carried out in a practical and specific manner. The Fatherland Front and political and social organizations are stepping up the dissemination of the Party and State's guidelines and policies on building new rural areas and advanced new rural areas among their members.

The emulation movements to jointly build new rural areas and civilized urban areas have seen many good practices and advanced models being widely replicated, receiving the support and participation of the people, who voluntarily contribute money, labor, and land to build new rural areas.

Specifically, from 2021 to the present, the resources mobilized from the people in building new rural areas have reached over 50 billion VND, including land donations for road construction worth over 22.5 billion VND, labor contributions of over 13 billion VND, flower-lined roads worth 835 million VND, security cameras worth nearly 1.5 billion VND, and cash donations of nearly 4.8 billion VND...

To date, all 16/16 communes in the district have met the standards for New Rural Areas, and 2 communes have met the standards for Advanced New Rural Areas. Rural infrastructure has been invested in, especially roads and schools; cultural and sports facilities have been upgraded, and the face of the countryside has improved significantly. Rural transportation has been renovated and upgraded, gradually becoming modern and connecting with the socio -economic infrastructure of the province and the region.

The education sector has seen increased investment in school infrastructure, focusing on solid construction and mobilizing resources to maintain and improve the quality of schools meeting national standards. Currently, the district has 60 out of 61 schools meeting national standards, achieving a rate of 98.4% (including 58 out of 58 public schools meeting national standards).

The information and communication system, linked to digital transformation, is developing rapidly and synchronously, creating favorable conditions for people to access new knowledge, policies, and laws of the State. The district has one central transaction point, 16 commune-level post offices, and postal services providing public services that effectively meet the needs of the people.

Medical facilities, equipment, and human resources have been strengthened through increased investment; people have access to and utilize local medical services. Currently, 100% of communes meet the National standards for commune health care by 2030, and 92.8% of the district's population participates in health insurance. Cultural and sports activities are regularly organized, contributing to improving the spiritual life of the people; all 17 communes have standard cultural centers and sports centers, ensuring community activities. Political security and social order continue to be maintained, and the people's lives are increasingly improved.

Visiting Phu Loc commune in August, we clearly felt the joyful atmosphere as the commune had just been recognized by the Provincial People's Committee as achieving advanced new rural standards in 2023. Witnessing the transformation of his homeland, Mr. Nguyen Van Phuc, from Zone 3, excitedly shared: “In building new rural areas, we, the people, are placed at the center, truly as the main actors, participating in discussions and giving opinions on issues directly related to the community, investing in the construction of welfare facilities, contributing to projects, etc. The people are enjoying the fruits of the new rural development.”

The people have better played their role as key stakeholders, participating in cooperation, linkages, restructuring production, developing the economy, restoring and developing rural industries, building new rural areas, and developing key and distinctive products under the OCOP program. Agricultural production has undergone positive shifts, continuing to develop in both scale and production level, and utilizing resources more efficiently.

The district has identified key crops and livestock for investment and development, forming concentrated production areas linked in value chains that have been granted planting area codes, helping to improve production efficiency. To date, the average value of products per hectare of agricultural, forestry, and fisheries land has reached over 115 million VND/year.

Industrial and handicraft production, trades, and investment attraction in rural areas have achieved relatively good results, contributing positively to the shift in the rural labor structure towards reducing agricultural labor and increasing non-agricultural labor.

Comrade Nguyen Phuc Suyen - Head of the Agriculture and Rural Development Department of the district, said: “In the coming time, the district will continue to strengthen leadership and guidance on the task of building new rural areas. We will effectively integrate programs and projects in the area; promote internal resources, and boost the mobilization of resources from economic organizations and the community, combined with supported funding, to implement investment in building new rural areas, striving to make Phu Ninh district basically a new rural district by 2025.”
